PRODUCT DESCRIPTION FOR SUPPLIES
LOUISIANA AIR NATIONAL GUARD (LA ANG)

TITLE: 600 Gallon Refuel /Defuel Bowser
1. PURPOSE. Purchase two (2) Quantity, 600-gallon fuel/defuel wheeled bowsers to perform mission critical services on the flight line. Bowsers will be towed around the unit to refuel/defuel aircraft as needed. Brand new, no grey market items. Delivery to address listed below shall be included.
2. SCOPE OF WORK. The contractor shall provide all materials and support necessary to meet the required specifications for two (2) 600 fuel/defuel bowsers. Spokane Stainless Technologies model AGE 600S-GP12VDC or equivalent. NSN 4930-01-617-3365 for reference.
3. DELIVERY LOCATION AND DELIVERY DATE. This equipment shall be delivered to the 159th AGE Facility, building 31, located at 400 Russell Ave., USNAS JRB, New Orleans, Louisiana 70143 not later than June 31, 2024. Delivery dates are Tuesday-Friday and on Non-Federal Holidays. POC: SMSgt Mark Vix DSN 457-8477.

4. QUANTITY REQUIRED: 2 each.
5. SPECIFICATIONS REQUIRED.
Bowser must have the included equipment and capability to refuel and defuel aircraft as required safely and properly.
5.1 Maximum 600 gallons capacity
5.2 Maximum approximate weight before fuel will be 2800lbs for the main trailer.
5.3 Maximum approximate dimensions of 168in. Length x 89in. wide x 75in. high for the main trailer.
5.4 Bowser tank will be built using T-304 with low profile, elliptical tank design, tight wrapped construction to include inner and outer shell, with secondary containment system. Plumbing system will for allow for the direction of fuel into or out of the inner tank assembly using an included selector valve.
5.5 12-volt electric pump with a minimum of 10 gallons per minute flow rate. Pump will be of an open design to prevent fuel vapor buildup. Pump will be equipped with an emergency kill switch for complete pump shutdown.
Pump shall be equipped with a flow meter.
5.6 Pump will be powered by a minimum of two (2) 12 volt sealed, leak proof, deep cycle batteries. Blue Top Optima or equivalent. Battery system must have an onboard charger. Battery must be able to be charged from tow vehicle or AC connection.
5.7 Over wing fuel nozzle with a minimum of 50ft of hose stowed on a retractable hose reel.
5.8 Spill kit will be included with the capacity to cover accidental spills.
5.9 Equipment area of trailer will be protected from the elements by having a protective hood over the equipment.
Hood will be equipped with sealed LED lights.
5.10 Electrical box will be grounded and sealed from the weather elements.
5.11 Minimum of two (2) bonding clamps and 25ft. cable each mounted on a retractable reel.
5.12 Minimum of a ten-pound (10lb) Fire extinguisher with mount will be included.
5.13 Minimum of a one (1) ten-gallon air bottle with over pressure protection.
5.14 Low point drain for water removal and sampling.
5.15 Lockable manway.
5.16 Lockable fuel fill port.
5.17 Top fill capable with diagonal tube to prevent static build up.
5.18 One (1) Aviation grade particulate filter to remove contaminants to reuse fuel.
5.19 Bowser will be painted a tone down grey with black stripe.
5.20 Bowser will be labeled with the necessary decals and placards for use.
5.21 Bowser must have the capability to be towed using a pintle hook tow system with speed not to exceed 15mph.
Bowser shall have a handbrake for parking.
5.22 Bowser will be stamped with a unique identification number stamped on it.
5.23 Warranty shall be at least twenty-four (24) months at a minimum to cover materials and workmanship.
