About this file

The document is a set of Supplemental Requirements for professional services contracts with Orange County, Florida, specifically for Capital Projects task authorizations. The requirements outline detailed submission guidelines for consultants and subconsultants, including mandates for proposal preparation such as referencing contract numbers, including contact information, ensuring totals are correctly calculated, and maintaining unlocked PDFs. Proposals must include a breakdown of Minority/Women Business Enterprise (M/WBE) participation, with an example showing a project total of $10,500 and 45% M/WBE participation. The document also provides guidance on submittal fees, covering various project valuation ranges, and offers instructions for third review submittal fees.

The supplemental requirements include specific invoicing and payment protocols, such as sending invoices to the Administrative Services Fiscal and Operational Support division, ensuring correct purchase order numbers, and providing detailed narratives of work completed and upcoming work. Consultants must attach subconsultant invoices and ensure all backup documentation matches proposed amounts. The document outlines an overhead multiplier of 2.86, with base rates of 100% and overhead/fringe benefits of 160%, and provides example hourly rates for different professional classifications like Principal, Senior Engineer, and Junior Engineer. These requirements aim to standardize the proposal and invoicing process for Orange County's professional service contracts, ensuring transparency, accuracy, and compliance.
