About this file
This is a Questions and Answers document for the Army's Commercial Tactical Truck (CTT) Acquisition of Interest (AOI) competitive solicitation process.
The Army seeks commercial or non-developmental item (NDI) solutions with minimal modifications for Increment 1, prioritizing proven reliability and established platforms over customization. Vendors are instructed to describe their existing commercial systems as they currently exist, highlighting present reliability and maturity while identifying which desired attributes could be incorporated in future increments. The CTT must be capable of operating on JP8, F24, and standard diesel fuels, with national security emissions exemptions granted. The vehicle must produce 60 kilowatts of exportable power in High Voltage Direct Current (HVDC) format to support on-platform and off-platform mission packages. Vehicle production must occur in the U.S. within 12 months of contract award. Tactical microgrid connectivity is a desired attribute but not a requirement. The Government will provide a capabilities matrix and expanded desired attributes during Phase 2, allowing vendors to communicate how their solutions align to mission roles without imposing strict requirements; instead, the Government will make tradeoffs based on capability and cost. Phase 1 white paper submissions close at 1:00 PM EDT on April 8, 2026. Phase 2 presentations are due approximately 25 days after Phase 1 submission begins. For planning purposes, the Government targets 12-month vehicle delivery from contract award, with an anticipated award in the first quarter of Fiscal Year 2027. Variant mix and quantities by year will be finalized and provided during Phase 2.

Questions Response
Can you provide some additional insight into the overall CTT strategy?
The Army seeks commercial/NDI solutions with minimal modifications for Increment 1, prioritizing reliability over customization. Future attributes will be incorporated in follow-on increments based on CDD gaps and user feedback. This approach rapidly fields proven technology while enabling incremental modernization, leveraging commercial innovation and reducing technical risk through established platforms.
The AOI has desired attributes but also stresses commercial; this seems to conflict. What is the desired outcome?
Describe your proven commercial or non-developmental item as it exists today.
Highlight existing reliability and maturity, explain which desired attributes you already include, and identify which could be incorporated in future increments. Don't compromise your platform's proven reliability by over-customizing for Increment 1.
Phase 2 will enable further discussion on desired characteristics and enable further refinement of proposals.
During industry day, it was stated that legacy system performance should not be degraded. What does this mean?
Legacy level of performance or greater is desired. However, we recognize that this level of performance is not fully defined and may be unrealistic with existing commercial solutions. Don't reverse-engineer legacy performance. Instead, describe what YOUR commercial system CAN do and HOW you believe it meets mission requirements.
Throughout the CSO process, trades and their benefits will be assessed by the Government. The Army values proven commercial reliability over replicating legacy systems. Use the CSO dialogue process to discuss your approach and potential requirement trades.
What additional information will be provided in Phase 2?
The Government will expand upon the desired attributes and provide a stated capabilities matrix which will allow vendors to communicate the capabilities of their offering. This will allow offerors to share how their non-developmental solution aligns to the mission roles and desired attributes. Unlike other programs or past efforts, the Government is not going to impose strict requirements that must be met. Instead, the CSO process allows the Government to make tradeoffs based on capability and cost.
Our company has solutions that can be incorporated to achieve desired characteristics, but this is a deviation from commercial or NDI solutions. How should we handle this scenario?
The contractor is encouraged to provide a proposal that best meets the AOI. If you have multiple approaches, the offeror can submit multiple white paper submissions for the Government to consider.
The Government stated that vehicle leasing is an option. What is the intent behind this?
Leasing is one approach, not the only approach. It fields proven commercial platforms immediately while enabling seamless transition to enhanced vehicles through lease refreshes or conversion to owned vehicles as technologies to meet desired capabilities mature. This prioritizes reliability now while creating a pathway for future attributes without delaying initial capability delivery.
Can you clarify the due date for white paper submission for the CTT AOI? The AOI closes at 1:00PM (EDT) on 8APR26.
If selected for phase 3, what is the delivery date for first vehicles?
For planning purposes, the Government is targeting a 12-month delivery from time of award. The timeline will be finalized with the phase 3 award and may be accelerated or delayed based on the selected solution(s).
Can you provide any details on quantities by variant, by year through the initial contract period?
The Army is currently finalizing its projected variant mix and quantities by year and will be provided during Phase 2 of the CSO.
AoI calls for 60kW. What kind of power, AC 120V? High voltage DC, on vehicle, export?
60 kW of exportable power is desired to be High Voltage Direct Current (HVDC). Power solutions will enable on platform/off platform mission packages such as tactical microgrids, weapon systems, and communications.
As the Army continues to modify Brigade Combat Team (BCT) formations with new materiel solutions, do you anticipate changes in the capabilities required of the HTV fleet and are these changes captured in your desired performance characteristics?
Any changes in capabilities for the HTV fleet are outside the purview of the CTT Program.
What is the anticipated timeline between each phase of the CSO leading to an award in 1QFY27?
There is 15 days between the Phase 1 submission to the beginning of Phase 2. Vendors will then have approximately 25 days to submit its Phase 2 presentation. The schedule is notional and subject to change.
Is there a requirement for the exportable power to connect to the tactical micro grid?
The microgrid is a desired attribute, it is not a requirement.
Will the Army require production in the US? Vehicle production should be in the U.S. within 12 months of the contract award
What fuels will the CTT be expected to operate on?
All CTT variants must be capable of operating with JP8, F24, AND standard diesel fuels. Note -national security exemptions for emissions compliance will be granted.
