About this file

This document is supplemental instructions to offerors for a federal contract solicitation issued by the Department of Veterans Affairs.

Offerors must submit quotes by the deadline specified in Box 8 of the SF1449 solicitation form via email to Jameel Gordon at jameel.gordon@va.gov; late quotes and phone calls will not be accepted. The contract will be awarded on a Firm Fixed Price basis using Comparative Evaluation methodology in accordance with FAR 12.203(c)(2). Under this evaluation approach, quotes are directly compared side-by-side in a uniform and fair manner to determine which offer best meets the Government's stated needs, without assigning numerical or color-based ratings and without requiring evaluation against specified factors. Offerors must complete all required sections of the SF1449, including Boxes 12, 17a, and 30a-c; provide entity name, address, telephone number, SAM UEI, and CAGE code in Box 17a; complete Section B.1 with Contractor Point of Contact information; enter unit prices for each Contract Line Item Number (CLIN) in Section B.3; and complete all applicable fill-in requirements for provisions and clauses incorporated by reference in the solicitation. All quotes must comply with every aspect of the SF1449 to be considered for award.

Additional information pertaining to Comparative Evaluation below:

What Comparative Evaluation is:

• It is the direct comparison of one quotation/offer with another in a uniform and fair manner to determine which quote/offer provides the Government with what it needs, where and when as identified in the RFQ

• It is an assessment of which response is the “best” as a whole

• Once one quotation/offer is found acceptable, it is compared side by side to the remaining ones, and the “best” one is chosen

What Comparative Evaluation is not:

• It does not assign a rating using a color, numerical, or other rating methodology

• It does not require additional evaluation to determine if minimal advantage is worth a minimal or normal price difference, but not prohibited

• It is not a low price technically acceptable (LPTA) or trade-off process
