About this file
This document contains supplemental clauses for a Department of the Air Force federal contract acquisition.
The Ombudsman clause establishes an independent ombudsman position to hear and facilitate resolution of concerns from offerors and potential offerors regarding the acquisition. Mr. Robert Surrey serves as the ombudsman at AFICC OI AMC, Scott AFB, Illinois, and can be reached at 618-229-0267 or robert.surrey.1@us.af.mil. Interested parties must first address concerns directly to the contracting officer before consulting the ombudsman. The ombudsman maintains strict confidentiality of concern sources, does not participate in proposal evaluation or source selection, and has no authority to render binding decisions. Escalation to the Department of the Air Force ombudsman at SAF/AQC is available for unresolved matters. Routine solicitation inquiries regarding copies, due dates, or technical requirements must be directed to the contracting officer, not the ombudsman.
The Elimination of Class I Ozone Depleting Substances clause prohibits contractors from providing services or products with specifications requiring Class I ODS use in testing, operation, or maintenance activities. Specifically prohibited Class I ODS products include designated halons (1011, 1202, 1211, 1301, 2402), chlorofluorocarbons (CFC-11 through CFC-217 and blends R-500, R-501, R-502, R-503), carbon tetrachloride, methyl chloroform, and methyl bromide. The Contractor Access clause requires contractors to obtain base identification and vehicle passes for personnel with frequent installation visits, submit written access requests to the contracting officer with personnel names and work dates, provide after-hours emergency contact information in the Emergency Mass Notification System, and return all credentials upon contract completion. Failure to comply with access requirements may result in withholding of final payment.
