About this file

This document is a letter from the Illinois Department of Central Management Services (CMS) to the State Use Committee regarding the approval of a contract between CMS and the Arc of the Quad Cities Area for the provision of corrugated boxes. The Committee voted to authorize CMS to contract with Arc of the Quad Cities Area without advertising or calling for bids, effective upon execution and ending 12/06/2024 with no renewal option, in the total amount of $500,200.00. The contract will provide 8 persons with disabilities employment and job training.

The letter states that the proposed contract amount is an estimated spend, as the contract will be open to all governmental units and qualified not-for-profit agencies, and the actual spend may be more or less than the amount shown. CMS is required to post a notice of the State Use contract on BidBuy, and the letter serves as notice that the Committee has reviewed the Agency's price for the proposed agreement and determined it to be fair and reasonable.

Re: JPMC - Corrugated boxes / Arc of the Quad Cities Area

Dear Jack Eck:

Per your request, the above contract between CMS and Arc of the Quad Cities Area was presented to the State Use Committee for an authorization vote.

As this contract is a joint purchase master contract, the amount proposed is an estimated spend on the contract. As the contract will be open to all governmental units and qualified not-for-profit agencies, the actual spend may be more or less than what is shown below. The Committee voted to authorize your agency to contract with Arc of the Quad Cities Area without advertising or calling for bids, effective Upon Execution and ending 12/06/2024 with No renewal option, in the total amount of $500,200.00. The contract will provide 8 persons with disabilities employment and job training.

In order to increase the overall transparency of the State Use Program and procurement in general, State Agencies under the jurisdiction of the CPO-GS are now required to post notice of each State Use contract on BidBuy. CPO notice 2014.09 outlines the CPO-GS's process for approval of the State Use Contract Please work with your CPO to post the award notice on BidBuy, if over the small purchase threshold.

This letter serves as your notice that the Committee has reviewed the Agency's price for the proposed agreement in accordance with 30 ILCS 500/45-35 and determined the price submitted is fair and reasonable. The Committee's authorization is not an authorization for the selected vendor to begin providing supplies or services in the absence of a contract that has been reduced to writing and signed by all necessary parties, nor may it serve as a substitute for other required Chief Procurement Office or internal Agency approvals. Please coordinate with your Agency Purchasing Officer and State Purchasing Officer to ensure your procurement has obtained all required approvals prior to contract execution.

Upon completion of an executed contract, signed by both parties, please forward a copy to this office for our files.

If the above information is incorrect, or if you have questions, please contact the program at CMS.BOSS.StateUse@illinois.gov. Thank you for your continued participation in the State Use Program

Sincerely, i,t.?t State Use Program
