About this file

This is a Cost Proposal Sheet for SUNY Orange's RFP-OCCC-2027-08, which seeks Architectural and Engineering Services for a Facilities Master Plan Phase I across the Middletown and Newburgh campuses. The scope encompasses coordinated planning, programming, design, bidding, construction administration, and closeout services for six project areas: Middletown's Harriman Hall, Hudson Hall, and Bio-Tech Building; Newburgh's Tower Building and Site Improvements; and campus-wide/program-wide services. Basic Services are defined as normal professional services necessary to deliver Phase I work from validation through closeout, including Initiation/Design Management, Existing Conditions assessment, Programming/Basis of Design, Phasing/Swing Space/Logistics, Schematic Design, Design Development, Construction Documents, Bidding/Award, Construction Administration/Observation, and Closeout/Warranty Review. The cost sheet template requires offerors to separately identify optional/additional services such as specialty surveys, environmental services, commissioning, move management, resident project representation, sustainability certification, and services related to concealed conditions or changes in law.

The proposal requires submission of a separate sealed cost proposal distinct from the technical proposal, with fees evaluated as Criterion G worth 10 points based on reasonableness. Offerors must disclose hourly rates for various roles (Principal/Partner through Administrative/Clerical), subconsultant markups on authorized additional services, reimbursable expense markups, and any annual hourly-rate escalation assumptions. Reimbursable expenses require receipts and documentation of relationship to contracted work. The RFP establishes contracting goals including 6.00% Service-Disabled Veteran-Owned Business (SDVOB), 15.00% Minority Business Enterprise (MBE), 15.00% Women Business Enterprise (WBE), and 30.00% Disadvantaged Business Enterprise (DBE) participation. Previous contract awardees within the past five years include firms such as C & S Engineers, Greenman-Pederson, LAN Associates, Langan, and H2M, among others. Offerors must state scope assumptions regarding projects included, bid packages, design review cycles, construction duration, site-observation frequency, cost-estimating milestones, surveys, hazardous-material services, commissioning, technology planning, move management, reimbursables, and Construction Manager coordination.

4. State meeting allowances, review cycles, construction-duration/site-observation assumptions, bid-package assumptions, and CM coordination assumptions in the Scope Assumptions tab.
5. The RFP evaluates proposed fee, reimbursable structure, hourly rates, and overall cost reasonableness as Criterion G (10 points).
6. Submit the cost proposal separately from the technical proposal as required by the RFP.
