About this file
This is Amendment No. 1 to an Invitation for Bid issued by the Colorado Division of Reclamation, Mining & Safety for the Summit Forest Keystone Project (PKA-16-1289). The project involves the closure and remediation of multiple mine features in Summit County, Colorado, funded through Office of Surface Mining (OSM) and United States Forest Service (USFS) programs. The work encompasses 12 mine features requiring various closure methods including shaft backfilling, adit closures with bat grates and corrugated steel pipe (CSP) installations, crown hole backfilling, stope backfilling, and polyurethane foam sealing. The bid submittal deadline is Tuesday, July 19, 2016 at 4:00 p.m., with bid opening scheduled for Wednesday, July 20, 2016 at 10:00 a.m. Hard copy bids must be submitted via fax, mail, courier service, or in person to Teresa Ryan at the Denver office; electronic and emailed bids will not be accepted. A pre-bid meeting was held prior to this amendment.
The amendment provides critical clarifications and modifications to the original bid documents for 10 of the mine features, including revised depth measurements for shafts SF04 and SF05, amended work specifications for adit closures SF06, SF07, SF15, and SF20 that specify CSP dimensions and bat ladder configurations, restrictions on equipment access for features SF08, SF09, and SF10 requiring hand tools and manual labor only, provisions for animal access at SF16 using flexible HDPE pipe, dimensional corrections for the open stope at SF18 with trail crossing restrictions, and protective measures for existing vegetation. Bidders are required to acknowledge receipt and acceptance of the amendment on the bid form and submit the revised Bid Schedule. The bid schedule requests pricing for mobilization/demobilization, project safety plan development, installation of 12 individual mine closures, and additional equipment time (20 hours not guaranteed). Funding is provided through OSM and USFS resources for Summit County projects.
