Summary: National Menu Specifications Quote Sheet for FCI Ashland

This document is a National Menu Specifications Quote Sheet and Request for Quote (RFQ) for subsistence and bread supplies for Federal Correctional Institution (FCI) Ashland during fiscal year 2026, third quarter. The RFQ number is 15B10226Q00000008. Vendors are required to submit bids for 282 line items across multiple food categories including beans, rice, pasta, cereals, spices, vegetables, fruits, meats, dairy, bread, eggs, and various institutional supplies. Specifications reference federal commodity identification (CID) standards, USDA grades, and compliance with the Federal Food, Drug, and Cosmetic Act, including allergen labeling requirements for wheat, fish, milk, soy, tree nuts, eggs, peanuts, shellfish, and sesame. Key products include significant quantities of ground beef (10,000 lbs), chicken products (15,000+ lbs), frozen vegetables, canned goods, and fresh produce, along with support items such as disposable gloves, napkins, trash bags, and cleaning supplies.

Pricing terms require vendors to provide per-unit costs that will be extended by the facility. Major items ordered in substantial volumes include pastries (20,000-60,000 units), bread and rolls (11,886+ loaves), coffee packets (100,000 units), and water bottles (30,000 units). Fresh fruits and vegetables are quoted with various case counts and grading standards, while meat products specify strict quality requirements including fat content limits, packaging specifications, and manufacturing dates. All delivered items must be labeled with appropriate nutritional and ingredient information, and products must originate from the United States, Canada, or approved foreign sources. The specification document emphasizes that no substitutions are permitted and that the NFSA/Chief Dietitian will make final determinations on product compliance. This is a comprehensive institutional food service procurement for a federal facility.
