This is a Request for Qualifications (RFQ) issued by the City of Phoenix Office of the City Engineer for design and construction administration and inspection services related to the Subregional Operating Group (SROG) Southern Avenue Interceptor Rehabilitation Projects 1, 2, 3, and 4. The SROG is governed by an Intergovernmental Agreement between the cities of Glendale, Mesa, Phoenix, Scottsdale, and Tempe. The project involves the rehabilitation of approximately 9,790 linear feet of large diameter sanitary sewer pipe organized into 14 segments and 82 associated manholes located primarily along Southern Avenue between 48th Street and 51st Avenue, and along Broadway Road from 51st Avenue to the 91st Avenue Wastewater Treatment Plant. The pipe material is polyvinyl chloride-lined reinforced concrete pipe (RCP). A pre-submittal meeting will be held on March 4, 2026, at 9:30 am at City Hall or via Teams. Statements of Qualifications must be submitted electronically through the City's Procurement Portal by 12:00 pm on March 13, 2026, with a maximum of 14 pages. No specific set-asides or incumbent information is provided. The design scope includes evaluation of existing documentation, investigation of rehabilitation alternatives, permit and easement assistance, and preparation of design documents at 60%, 90%, and 100% completion stages. The potential construction administration and inspection scope includes contractor oversight, site inspections, field testing, punch list preparation, and updating of the Computerized Maintenance Management System.
