About this file
This document contains submission instructions for a federal contract opportunity. Contractors must submit electronic quotes via email to Antoinette Ingram (antoinette.ingram@va.gov) and Gerald Liddell (gerald.liddell1@va.gov), with attachments in Microsoft Office or Adobe PDF format. Email submissions are limited to 5 megabytes, though multiple emails are permitted. Quotes will not be accepted by fax or postal mail. Contractors must be registered in the System for Award Management (SAM) with a valid Contractor's Unique Entity ID from submission through award and the entire contract performance period. All questions must be submitted via email; verbal inquiries will not be addressed.
The submission must be organized into three separate PDF documents: Volume One (Technical Submission), Volume Two (Past Performance), and Volume Three (Price), with all pages numbered. The Government will conduct evaluations under FAR Part 12 procedures, using a comparative evaluation methodology to determine the best offer based on technical capability, past performance, and competitive pricing. The Government reserves discretion to award based on factors beyond lowest price and may conduct discussions with any or all contractors if deemed advantageous, though exchanges are not obligated.
