About this file
This is a grant opportunity solicitation issued by the Nevada Department of Wildlife (NDOW) for a subgrant focused on conducting field data collection for a Greater Sage-Grouse Noise Study within the Fallon Range and Training Complex (FRTC) region. The project aims to evaluate the potential effects of military aircraft overflights on greater sage-grouse populations through collaborative efforts with the U.S. Navy, USGS, and NDOW. The subgrantee will be responsible for executing field work and data collection activities including acoustic data collection, video monitoring, lek counts, radio-marked sage-grouse tracking, and fecal sample collection for stress metabolite analysis. Field work is scheduled to occur from February through June annually across multiple Nevada counties including Washoe, Humboldt, Elko, Lander, Eureka, White Pine, Nye, and Churchill. The subgrantee must submit proposals by Wednesday, March 25, 2026, with questions directed to Brad Bauman at bbauman@ndow.org. The selection process will follow the Nevada Department of Wildlife Grants Manual scoring criteria.
Grant eligibility requires the subgrantee to possess an active UEI number, maintain current registration in good standing at System for Award Management (sam.gov), and provide a current Single Audit Report if applicable. There is no match requirement for this grant. Proposals must include identification of project management personnel with relevant qualifications, a detailed description of how the scope of work will be performed, and a current Indirect Cost Negotiation Agreement approved by the United States Department of the Interior if indirect costs are being charged. The successful subgrantee will be required to submit interim and final performance reports along with interim and final financial reports consistent with federal grant reporting requirements. All invoices should be submitted to the designated subgrant monitors, with Delaney Friel serving as the Fiscal Services Monitor and Brad Bauman serving as the Program Staff Monitor, both located at 6980 Sierra Center Parkway, Reno, Nevada 89511.

Grant Opportunity – Greater Sage-Grouse Noise Study Fallon Range and Training Complex (Field Data Collection)
The Nevada Department of Wildlife (NDOW) has received Federal Grant funding for assisting with the completion of a adaptive noise and greater sage-grouse study to collect greater sage-grouse population, movement, lek, acoustic and video data.
Proposals are due no later than Wednesday March 25, 2026. Grant proposals and any questions should be submitted to the Nevada Department of Wildlife Staff Specialist, Brad Bauman at bbauman@ndow.org.
Grant Application Instructions:
Please find a Scope of Work below detailing the deliverables for Greater Sage-Grouse Noise Study Fallon Range and Training Complex (Field Data Collection)
Grant Eligibility: (must meet all of the following criteria)
· Subgrantee must have an active UEI number, or ability to obtain one.
· Subgrantee must be registered in the System for Award Management, at www.sam.gov, and be in good standing, OR can obtain registration and good standing.
· Subgrantee must provide a current Single Audit Report if they have expended the threshold amount or more in federal awards during the fiscal year.
· There is no match requirement.
The proposal must include:
· Identification of the project manager and supporting staff (if applicable) along with a brief description of qualifications.
· Description of how the scope of work will be performed.
· Subgrantee must provide a current Indirect Cost Negotiation Agreement approved by the United States Department of the Interior if indirect costs are being charged in the proposal.
Scope of Work:
This project is designed to evaluate the potential effects of military aircraft overflights on greater sage-grouse within the Region of Influence of the Fallon Range Training Complex (FRTC). This will be achieved through implementation of the FRTC Study Design, with an emphasis on comprehensive field work and field data collection. The full field study will assess impacts of overflight noise on sage-grouse behavior, stress metabolites, and population demographics.
The subrecipient will work collaboratively with the U.S. Navy, USGS, and the Nevada Department of Wildlife to carry out field activities associated with the FRTC Study. The subrecipient’s primary role is to assist with on‑the‑ground data collection as outlined in the FRTC Study Design.
This study will focus on refining field methodologies and selecting appropriate study sites to ensure that subsequent full field implementation yields robust and defensible data for the long‑term noise impact assessment. The full field study will evaluate potential effects of military aircraft overflights by:
The subrecipient will conduct field work, associated coordination, and reporting activities according to the schedule outlined below. NDOW will receive data products and preliminary analyses for review in coordination with project partners.

1. Objectives:
The objectives of this effort are the following:
1. Collecting soundscape data at sage-grouse leks to document sound levels and acoustic characteristics of military overflights.
2. Monitoring potential changes in lekking behavior using both audio and video field-recording equipment.
3. Conducting lek counts and collecting field data related to radio-marked sage-grouse.
4. Collecting data on space use and seasonal movements from radio-marked sage-grouse.
5. Collecting fecal samples in the field for analysis of fecal glucocorticoid metabolites to assess physiological stress levels
2. Location and Description:
Project work will occur within the Region of Influence of the FRTC Modernization, which includes project sites withing the following counties: Washoe, Humboldt, Elko, Lander, Eureka, White Pine, Nye, and Churchill.
3. Contractor furnished property and services:
The subgrantee is responsible for executing the methods described in the Final Study Design and meeting the Reporting Requirements of this agreement. The subgrantee is responsible for coordinating and communicating key aspects of the project status to NDOW and the US Navy through regularly scheduled coordination meetings.
4. Government furnished property and services:
No government furnished property is being provided by the Nevada Department of Wildlife
5. Selection Process:
