About this file

This is a Subcontractor Utilization Plan form (Form C) for the City of St. Petersburg, Florida, related to a Building Plan Review and Inspection Services contract. The form requires proposers to demonstrate their intent to engage minority, women, veteran, and small businesses in the Tampa Bay Region. Proposers must articulate their efforts in removing barriers to participation by these business categories through outreach, education, mentorship, and process improvements designed to increase diverse business involvement in the project.

The subcontractor utilization goals are entirely voluntary with no minimum participation requirements mandated as a condition of contract award. Proposers will not be deemed non-responsive if they submit a Subcontractor Utilization Plan with zero small, veteran, minority, or women business enterprise participation. However, the City encourages proactive engagement with small, veteran, minority, and women business enterprises. The form requires proposers to specify the anticipated percentage of contract amount allocated to each subcontractor category—Small Business Enterprise (SBE), Women Business Enterprise (WBE), Veteran Owned Business, and Minority Business Enterprise (MBE)—and to list all anticipated subcontractors in the applicable boxes on the plan.
