About this file

This is a Subcontractor Utilization Plan form for a state and local contract opportunity issued by the City of St. Petersburg, Florida, for the purchase of two new Munters HC300 dehumidifiers for the Police Property and Evidence Unit's walk-in coolers. Proposals are due September 1, 2026. The solicitation requires only new units and does not accept used, refurbished, or alternate models. No specific contract value, contract term, performance bond requirements, or other contractual terms are detailed in the primary solicitation materials provided.

The Subcontractor Utilization Plan requests that proposers voluntarily demonstrate their intent to engage minority, women, veteran, and small businesses within the Tampa Bay Region, including efforts in outreach, education, mentorship, and process improvements to reduce participation barriers. However, no minimum participation level is required or established as a set-aside, and proposers will not be deemed non-responsive for submitting zero participation amounts for Small Business Enterprises (SBE), Women Business Enterprises (WBE), Veteran Owned Businesses, or Minority Business Enterprises (MBE). The City encourages but does not mandate small, veteran, minority, or women business enterprise participation in this procurement.

Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.

Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.

The small/veteran/minority/women business goals set forth herein are voluntary.
