About this file

This is a Subcontractor Utilization Plan form (Form C) required by the City of St. Petersburg, Florida for a consulting services contract related to designing and implementing a Non-Ad Valorem Special Assessment Program to fund fire protection and rescue services. The consulting firm selected must establish a fair, equitable, and proportional rate structure compliant with Florida statutory requirements, specifically Section 197.3632, Florida Statutes. The service area encompasses the incorporated City of St. Petersburg and a portion of unincorporated Pinellas County, though the assessment program itself applies only to the incorporated city area. Proposals were due September 22, 2026. The contract requires the selected firm to design the assessment methodology, develop implementation support, and assist in program rollout, with performance and payment bonds required as part of the agreement terms.

The Subcontractor Utilization Plan requires proposers to demonstrate their intent and efforts to engage minority, women, veteran, and small business enterprises (MBE, WBE, SBE, and Veteran Owned Business) within the Tampa Bay Region. Proposers must describe specific efforts to reduce barriers to participation through outreach, education, mentorship, and process improvements. Notably, small/veteran/minority/women business participation goals are voluntary, and no minimum participation levels are required as a condition for contract award. Proposers will not be deemed non-responsive for submitting a plan with zero diverse business participation, though the City encourages proactive engagement with small and diverse business enterprises. Proposers must list anticipated subcontractors by category and indicate the anticipated percentage of contract amount allocated to each business classification.
