About this file

This document is Amendment 01 to Request for Proposal (RFP) No. SUB-2024-10411 issued by the National Renewable Energy Laboratory (NREL) for an "AC/DC or DC/DC Solution for Energy Storage System Emulation Capability."

The amendment provides questions and answers related to the RFP. Key details include:

  • NREL intends for the offeror to pay the NRTL certifier directly for field evaluation, which should be included as a separate line item in the proposal. Offeror labor costs for design review and evaluation can also be included.
  • The due date for receipt of proposals remains August 9, 2024. Proposal cover letters must acknowledge receipt of Amendment 01.

The overall federal contract opportunity seeks solutions from converter manufacturers to supply configurable AC/DC or DC/DC converter systems to represent a range of energy storage technologies. This capability will support NREL's research, development, and demonstration efforts to accelerate transportation decarbonization goals for on- and off-road electric vehicles.

The purpose of this Amendment is to document questions and answers provided on the above-mentioned

Request for Proposal (RFP).

Part A – Questions/Answers

Question 1: In Appendix A – Statement of Work: Scope of Work 3.5: Option 2 states “Offeror shall support field evaluation by a third-party NRTL certifier through design review, factory evaluation prior to shipping equipment to NREL and/or field evaluation once installed. The offeror shall detail how this process would be completed throughout all phases of the project and identify any additional costs to accomplish this may be included in the quote or proposal.”

Will the offeror pay the NRTL certifier directly from the $1.2M budget or will NREL pay the NRTL certifier for the field evaluation? Or does the offeror just include the labor cost of offeror employees going through the design review and/or evaluation (support costs)?

Response 1: It is NREL’s intent that the offeror pays for the NRTL certification/certifier directly. This should be included as a separate line in the offeror’s proposal. Any labor costs for the offeror’s employees to go through the design review and/or evaluation can be included in the offeror’s proposal as a separate line or broken out in the proposal so that NREL can evaluate the cost/benefit of this process.
