About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs for a simplified acquisition procedure under FAR 13.106-1. The Network Contracting Office (NCO) 15 in Leavenworth, Kansas is conducting this procurement in support of Marion VA Medical Center in Marion, Illinois for maintenance and service of Stryker Video Integration Systems and Operon D Surgical Tables.

The procurement requires preventative maintenance, inspections, corrective maintenance, and comprehensive on-site support services including OEM parts, labor, travel, materials, equipment, tools, supervision, and associated incidentals. The acquisition is justified as a sole source award to Stryker Instruments because the equipment is proprietary and requires specialized service by ProCare Technicians certified by the Original Equipment Manufacturer. Using any uncertified provider would void the equipment warranty. The contracting officer, Amanda E. Williams, certified on September 11, 2026, that this single-source justification is accurate and complete in accordance with FAR 13.106-1(b). Section 4 of the document regarding market research results is redacted. The contract value appears to fall over the micro-purchase threshold but does not exceed the simplified acquisition threshold.
