About this file
This is a Request for Proposals for engineering services issued by the Town of Greenwich, New York, administered by Flatley Read, Inc., seeking proposals from structural engineering firms. The project involves providing structural engineering services for a New York State Housing and Community Renewal (NYS HCR) funded housing program focused on moderate rehabilitation of existing 1-4 unit owner-occupied residential properties. The selected consultant/firm will evaluate structural stability, assess structural integrity, and prepare written reports on how to best stabilize buildings in consultation with the Washington County Building Codes Department. The Town anticipates assisting up to 10 properties, though the exact number requiring structural engineering services is unknown at this time. Proposals must be submitted by June 26, 2026 at 4:00 PM via email to grants@flatleyread.com. The proposal review and interview process is expected to take no longer than one week, with work commencing immediately following contract execution. All questions regarding the proposal must be received by June 19, 2026, with responses posted by June 22, 2026.
Each proposal must include a brief cover letter, general qualifications and prior experience description, personnel and staffing description, a proposed fee schedule (hourly and/or flat rate plus travel expenses if applicable), and a timetable for service delivery. The Town of Greenwich reserves the right to accept or reject any proposals and bears no responsibility for proposal preparation costs. A Review Committee of Town staff and officials will evaluate proposals based on recent experience, timely delivery of services, and proposed cost, potentially conducting interviews with shortlisted consultants before final selection subject to Town Board approval. The Town strongly encourages responses from Minority and Woman Owned Businesses and Section 3 Businesses. The project is funded through NYS HCR housing grants supporting moderate rehabilitation activities.
