About this file
This file contains a street sweeping signs example from the City of New Haven Department of Public Works for Invitation for Bid (IFB) 2026-IFB-308. The image displays a bilingual "No Parking" sign in English and Spanish that will be used during declared snow emergencies, with text stating "NO PARKING NO ESTACIONAR DURING DECLARED SNOW EMERGENCY TOWING ENFORCED O SU VEHICULO SERA REMOCALDO DURANTE EMERGENCIAS DECLARADAS POR LA NIEVE." The procurement seeks qualified and licensed contractors to fabricate and install custom 12" x 18" Engineer Prismatic aluminum signs with 3M reflective material as Phase 1 of a multi-phase street sweeping notification initiative. Approximately 2,500 signs will be fabricated and installed throughout New Haven, though actual quantities will vary by location. Questions and clarifications are due by April 8, 2026 at 5:00 PM, with electronic bids submitted through the City's OpenGov procurement portal by April 16, 2026 at 3:00 PM. The contract term is one year with renewals at the City's sole discretion, and work will be initiated through Work Orders issued by the Director with no guaranteed minimum quantity per work order.
The total contract budget is $125,000, with estimated quantities of 2,500 signs for fabrication and 2,500 signs for installation. This is a split award contract allowing vendors to respond to fabrication, installation, or both services independently. Freight must be prepaid and FOB destination to the Department of Public Works at 34 Middletown Avenue, New Haven, CT 06513, with materials required within 30 days of order placement. No set-aside designations or local preference apply. The procurement is anticipated to be funded through American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds, with the City obligated to obligate all funds by December 31, 2024, and expend all funds by December 31, 2026. Contractors must comply with the Living Wage Ordinance if the contract exceeds $25,000 annually, Equal Employment Opportunity requirements, and the Ban The Box Agreement, along with ARPA requirements including indirect cost limitations of 10 percent, quarterly reporting, and maintenance of detailed records until December 31, 2031.
