About this file
This is a sole source justification document related to an Illinois state contract for IRU Dark Fiber services involving Stratus Networks, Inc. The contract covers Dark Fiber infrastructure for the Zeke Giorgi North and South locations. The notice of intent to award indicates this procurement is designated as a sole economically feasible source award, meaning only one vendor was determined capable of providing the required services. A public hearing is scheduled unless written comments or a formal request for public hearing is submitted by Saturday, May 23, 2026, at 4 p.m. to the designated information contact. The document serves as the formal notice to interested parties regarding the state's intention to award this contract on a non-competitive basis.
The justification for sole source award is based on the determination that Stratus Networks, Inc. is the only economically feasible provider for the specified Dark Fiber IRU services in the identified geographic areas. The document provides the legal and procedural framework for the sole source procurement process, including provisions for public comment and hearing requests. No specific contract term, pricing, or renewal information is detailed in the notice itself, as these matters are referenced in supporting attachments.

Text version
To Whom It May Concern, Stratus Networks has proposed a 2-segment IRU to the State of Illinois Department of Innovation and Technology for fiber in the Rockford metro area. This 2-segment IRU includes 2-pair dark fiber segments routing diversely out of the Zeke Giorgi Center located at 200 S Wyman St, Rockford, IL, one travelling North and one travelling South, diverse from one another, handoff endpoints to the East along I-90 and I-39.
To Stratus’ knowledge, Stratus is the only provider that can deliver such a solution given specific routing, diversity, endpoints, and fiber capacity at this time in this market. Stratus bases this assertion on local knowledge of the market, familiarity with other fiber providers in the area, and through available resources on fiber plant in the area.
Sincerely,
| Tyler Evans |
