About this file
This is a Memorandum for the Record documenting a sole-source justification for a federal procurement action. The Defense Logistics Agency (DLA) Disposition Services seeks to purchase one COMBILIFT SC-3 70,000 lbs Capacity Electric Straddle Carrier from Gregory Poole Equipment under FAR 13.106-1(b)(1)(i) (single responsible source, other than full and open competition). The equipment is currently being leased at Fort Riley under contract SP4510-25-P-0028; the lease expires September 1, 2026. The contract will be firm-fixed-price, with a quoted purchase price of $324,500.00, reduced to $273,750.02 after applying 50 percent of paid rentals ($50,749.98) toward the purchase price. The Government will also avoid $22,900.00 in disassembly and removal costs, yielding total cost avoidance of approximately $73,649.98.
The sole-source justification is based on urgent operational need and lack of viable alternatives. The straddle carrier is the only heavy lift asset at Fort Riley, averaging nine lifts per week with 80 hours of use over five months—representing higher-than-normal utilization. Loss of this capability would prevent unloading of property for Reutilization, Transfer, and Disposal (RTD), directly impacting the Army's Equipment Redistribution and Divestiture Site (ERDS) program and creating risks of property backlog, security vulnerabilities, and disruption to scrap sales revenue. Alternative solutions are impractical: new straddle carriers from GSA Advantage (GS-30F-040BA) require 230 days and cost $333,255.06, while transferring a container handler would require 5-6 months and significant disassembly/reassembly work. The memorandum was executed on August 6, 2026, by Contracting Officer Matthew Wonch.

Memorandum for the Record
August 6, 2026
Subject: COMBILIFT SC-3 70,000lbs Capacity Electric Straddle Carrier
In accordance with FAR 13.106-1(b)(1)(i), I have determined that there is only one responsible source, and no other suppliers or services will satisfy the agency’s urgent requirement.
Description of Action: Defense Logistics Agency (DLA) – Disposition Services proposes to enter a contract on a basis of other than full and open competition for the acquisition of one (1) COMBILIFT SC-3 70,000lbs Capacity Electric Straddle Carrier to support operations at DLA
Disposition Services Ft. Riley. The straddle carrier is currently being leased under contract
SP4510-25-P-0028 with Gregory Poole Equipment. DLA Disposition Services has an urgent need to maintain heavy lift capability at this location. The contract will be a firm-fixed-price contract under FAR 13.106-1(b)(1)(i).
Description of Supplies / Services: The purchase of one (1) straddle carrier that is currently being leased at Ft. Riley.
Reason for Authority Cited: In accordance with FAR 13.106-1(b)(1)(i), there is only one source that can provide the supplies, 70,000lbs straddle carrier, within the required timeframe, to maintain heavy lift capability at Ft. Riley.
DLA Disposition Services is currently leasing a COMBILIFT SC-3 70,000lbs Capacity Electric
Straddle Carrier at Ft. Riley. The lease is ending on September 1, 2026, the heavy lift capability provided by this piece of equipment has been deemed critical to operations and is being purchased.
The straddle carrier is the only heavy lift asset at Ft. Riley. The site reports an average of nine (9) lifts per week with the straddle carrier and has put 80 hours of use over the last roughly 5 months. This is on the higher side of utilization for heavy lift assets at DLA Disposition Services.
This is a critical asset at the site. Failure to maintain heavy lift capability at this site will leave
DLA unable to move container boxes, impacting the overall DLA mission of the reutilization of excess property.
Without heavy lift capability Ft. Riley will not be able to unload property being turned in for
Reutilization, Transfer, Disposal (RTD). This would have a serious impact on the Military
Services, including the Army’s Equipment Redistribution and Divestiture Site (ERDS) program.
Property will either not be able to be accepted, or a significant property backlog could accumulate, leaving property unidentified and off-record, resulting in a greater likelihood that pilferable and sensitive property would be unsecured. Property in backlog would not be available for screening and potential reutilization back to the Military Services. End of life equipment would be delayed in the final disposition of disposal under sales contracts, which would disrupt scrap sales payment to DLA.
During the lease period, Ft. Riley’s 50k forklift for heavy lift reached the end of its economic life and was removed from the base. New straddle carriers have a long lead time. The straddle carries that is being leased took 12 months to be delivered from the manufacture. The estimated lead time on a new straddle carrier on GSA Advantage (GS-30F-040BA) is 230 days and would cost an estimated $333,255.06. There would be a grave operational impact should DLA Disposition
Service lose heavy lift capability for 7 to 12 months.
The DLA equipment team stated that the only other asset capable of performing the heavy lift function is a container handler. Even if they were to transfer a container handler, the unit would require disassembly, reassembly, and transportation. The lead time is estimated at 5 to 6 months to transfer this asset.
DLA Disposition Service would receive a discounted price for purchasing the current leased container handler. The current lease is for 6 months at a rate of $16,916.66 per month. The purchase price quoted by the contactor, Gregory Poole, on the lease agreement is $324,500.00.
The firm will apply 50% of all paid rentals towards the purchase price of the unit. This would equate to a $50,749.98 reduction in the purchase price, for a total purchase price of $273,750.02.
The Government would also avoid paying $22,900.00 for the disassembly and removal of the straddle carrier. The total cost avoidance for purchasing this unit already on-site is approximately
$73,649.98.
