About this file

This is a stormwater presentation document related to the City of Stonecrest, Georgia's RFP 2022-020 for Wayfinding and Gateway Monument Design. The scope of work encompasses five primary tasks: inventory and assessment of current signage and destination points; recommendations for gateway and wayfinding policies and criteria; establishment of graphic design standards; development of a complete wayfinding plan with four design concepts for pedestrian, cyclist, and motorist audiences; and preparation of sign specifications and bid documents for fabrication and installation. Gateway monumentation designs must be detailed enough to serve as construction bid documents. The strategy will establish consistent standards adaptable to existing destinations and future development, expressed through community identity on signage, light poles, landscaping, and other visual elements within and adjacent to city entrances and public rights-of-way. Proposals were due December 21, 2022 at 2:00 p.m., with questions due by December 5, 2022 at 5:00 p.m. The contract award was anticipated for City Council approval on February 6, 2023, with notice to proceed on the same date.

The contract pricing structure is lump sum as proposed, with invoices paid within thirty days of receipt. The City does not impose sales taxes on contracted services. The contract term commences upon execution through the end of the calendar year, with automatic renewal capability for a total term not exceeding five years unless either party provides thirty days' written notice of non-renewal. Evaluation uses a 100-point scoring system: Project Personnel (25 points), Project Experience (25 points), Project Understanding and Approach (30 points), and Cost Proposal (20 points). Awards are evaluated on a best-value basis. Successful contractors must provide workers' compensation, general liability ($1,000,000), automobile liability ($500,000), and umbrella liability ($1,000,000) coverage, with the City named as additional insured. The City strongly encourages small business and minority and women-owned business participation. Contractors must comply with the Georgia Security and Immigration Compliance Act and register with the federal E-Verify program. MERJE was identified as the award recipient.
