About this file

This is an Addendum 1 to RFQ 2022-020 issued by the City of Tucker, Georgia for Public Works Professional Services. The addendum provides clarifications and answers to questions submitted by prospective bidders regarding proposal submission requirements and evaluation criteria. Key clarifications include that the City seeks a base contract term of two years with a possible one-year extension, proposes evaluation based on holistic approach to stated needs rather than weighted selection criteria, and limits proposals to 100 pages of text excluding covers, section dividers, and key personnel resumes. The City will accept up to four 11 x 17-inch sheets for illustrative purposes, each counting as a single page. Proposals must be submitted in hard copy format with a thumb drive; electronic submissions and hyperlinks are not acceptable. Utility permitting is included within the scope of work and will be performed by the selected contractor.

Financial documents required per section 3.5.2 of the RFQ are excluded from the 100-page limitation and must be provided on a flash drive, with hard copy submission optional. The City recommends including a brief financial stability overview of less than 10 pages as part of the main proposal text. All bidders must acknowledge receipt of this addendum using the provided form and include it with their proposal submission.

ADDENDUM #1

1. Q: Would the City extend the base contract term to three to five years if it would provide the City with cost savings?

A: For the purpose of the RFQ, we are interested in a scope of two years with a possible one year extension.

2. Q: Will the City provide the selection criteria and their weighting?

A: The City will be evaluating the responses on their holistic approach to our stated needs.

3. Q: Is including hyperlinks in the response acceptable?

A: Proposals must be limited to 100 pages, no hyperlinks.

4. Q: Are front and back covers and section dividers included in the 100-page limitation?

A: We are accepting up to 100 pages of text. Covers and section dividers with minimal headings do not count.

5. Q: Is a page considered a single side of a letter sized piece of paper?

A: Yes.

6. Q: Are 11 x17 inch pages acceptable? If so, do they count as a single page?

A: If needed for illustrative purposes, an exception of up to four 11 x 17 sheets will be accepted. They will each count as a single page as part of the overall 100 count.

7. Q: In lieu of submitting hard copies and a thumb drive, would the City accept electronic submittals?

A: No.

8. Q: Please describe what characteristics the City is looking for in a public works facility.

A: Per section “q” of the General Requirements, we are interested in the contractor’s anticipated needs for the space and facilities.

9. Q: Will the permitting process be a part of the bid or will the services continue to be performed by the City of Tucker?

A: Per the 1.0 Introduction section of the RFQ, utility permitting is part of the scope of this RFQ.

10. Q: Regarding the request for financial statements. As noted in our question below, our financials are voluminous. If the City will require hard copies, can the financials be excluded from the 100-page limitation? Also, if a link to the financials is not going to be acceptable, would providing them just on a thumb drive be acceptable to avoid printing hundreds of pages?

A: Financial documents required per section 3.5.2. will be excluded from the 100 page-limit. A link to the financial documents is not acceptable. It is required to provide the financial documents in a flash drive. It is optional to provide financial documents in print. It is recommended to provide a brief overview of less than 10 pages on the “financial stability” of the contractor as part of the 100 pages of the proposal.

11. Q: Jacobs is a large, publicly traded company. Consequently, our financial statements are voluminous. Would the City accept a link to a web location where the company’s financial statements can be viewed?

A: A link to the financial documents is not acceptable.

12. Q: Will key personal resumes count against the 100-page limit?

A: Personal resumes will not count against the 100-page limit.
