Storm Cat Orphan Well Plugging and Reclamation

Statement of Work and Specifications

Project Name Storm Cat Orphan Well Plugging and Reclamation

Objectives -Plug Orphan wells and remove associated infrastructure. Reclaim any surface disturbance related to the construction, operation and plugging of the (6) orphan wells listed below.

Location 1. Pee Gee Federal # 11-27CW T57N 76W Sec. 27 NESW, Lease Number-WYW144212 API # 49-005-56349. Surface owner and contact info: Bureau of Land Management, Ted Hamersma (307) 217-0739. Access is through the Wilson Ranch. A courtesy call to Nate Wilson at (307) 680-5877 is required by the contractor before crossing private lands.

2. Pee Gee Wilson # 13-27CW T57N 76W Sec. 27 SWSW, Lease Number-WYW144212 API # 49-005-56354. Surface owner and contact info: Nate Wilson (307) 680-5877. Access is through the Wilson Ranch. A courtesy call is required by the contractor to the Landowner before crossing private lands.

3. Pee Gee Wilson # 15-21CW T57N 76W Sec. 21 SWSE, Lease Number-WYW151712 API # 49-005-56343. Surface owner and contact info: Nate Wilson (307) 680-5877. Access is through the Wilson Ranch. A courtesy call is required by the contractor to the Landowner before crossing private lands.

Access is through the Wilson Ranch. Nate Wilson (307) 680- 5877. A courtesy call is required by the contractor to the Landowner before crossing private lands.

6. Pee Gee Manigault # 7-27CW T57N 76W Sec. 27 SWNW, Lease Number-WYW151716 API # 49-005-56346. Surface owner and contact info: Manigault Ranch, Jason Handy (602) 321-6770. There are (2) options to access this well and it will need to be coordinated with Jason Handy based on conditions and impacts on cattle and outfitter operations. A courtesy call by the contractor to the Landowner is required before crossing private lands.

-Work under this Contract is located in Northern Campbell County, Wyoming. See Figure 15 Area Map. From Buffalo Wyoming take State HWY 14/16 NE to the Lower Powder River Road approximately 45 miles. Turn North onto Powder River Road and continue approximately 28 miles to the Wilson access road and storage area on the South side of the road, see Figure 1 project map. The Landowner contact is Nate Wilson (307) 680-5877. This access will lead to (5) of the wells.

-Pee Gee Manigault Well # 7-27CW can be accessed from either the Lower Powder River Road or the SA Road. Access to this well will need to be closely coordinated with the Manigault Ranch Foreman Jason Handy (602) 321-6770 by the contractor.

See Figure 1 Project Map for work locations.

Prescription All Wells:

A. Contractor shall pull all tubing, airlines, wire, pumps, and all related well equipment from wellbore, if present.

B. Bit and scraper shall be run on a tubing work string.

C. Plug the wellbores per the provided plugging specifications and reclaim all disturbed surfaces per the provided reclamation plan.

D. All displaced fluids shall be captured and transported to a Wyoming DEQ approved Produced Water Disposal & Treatment facility.

E. An earthen pit may be excavated to capture any cement circulated to surface and to clean cementing equipment.

F. If the casing test fails or no test is conducted, all balanced plugs shall be tagged after a minimum wait on cement time of 4 hours. A casing test shall consist of pressuring up casing to 500 pounds per square inch (psi) for 30 minutes with no more than a 10% bleed off in pressure.

G. All cement shall be Class G cement mixed at 13.5+ ppg and shall consist of at least 50% cement by weight.

H. Cement wait time shall be at least 4 hours.

I. If a cement plug is tagged below the prescribed depth, remedial cementing shall occur until cement plug can be tagged at prescribed depth.

J. Water used for plugging operations shall be from a municipal source.

K. Contractor shall remove all infrastructure on the pad and recontour to the surrounding topography then re-seed the disturbed areas with BLM seed mix in the attached reclamation plan.

L. Removal of pipe: Excavate approximately 3 to 5 feet deep, cut pipe from valve or riser (typically up to 2 inch or 3-inch diameter and black HDPE), fuse cap to existing pipe, remove and dispose of valve, backfill with existing material and compact in one-foot lifts. Valve sets may be up to 8-inch diameter.

M. Electrical panels – Contractor shall be responsible for locates, verifying conductors are “dead”, excavating approximately 3-feet deep, cutting the wires, backfilling with existing materials, compacting in one-foot lifts.

N. Strip 6 inches of topsoil from a 10-foot radius around the well head and store in a pile adjacent to the work site for final reclamation. Excavate around the well casing to a depth adequate to cut and cap the well casing a minimum of 3 feet below ground surface.

O. Contractor shall supply and erect identification markers on all wells in this contract.

Permanently weld a well identification marker to the cut off well casing. The well identification marker shall be a metal plate at least ¼-inch thick. The following information shall be permanently placed on the marker by beading-on with a welding torch or engraving: 1) BLM 2) Lease serial number, 3) well name and number 4) legal location – Qtr/Qtr Section TXXN, RXXW. Bury the marker with native material.

P. All salvageable production equipment from the Wilson wells shall be transported to an approved storage area on the Wilson Property. This approved storage area is indicated on the Figure 1 Project map and more detailed in Figure 8. The Manigault salvage production equipment will need to be coordinated with Ranch Foremen Jason Handy. See figure 9, Manigault storage yard (602-321-6770).

Q.-The existing access road’s crown and ditch shape shall be re-contoured to match the existing topography. Re-contouring will be accomplished by ripping the ditches and roadbed to a depth of 18 inches. Ripping shall relieve soil compaction of the roadbed and remove the shape of the ditches. The soil shall be left rough and not tilled condition. Re-seeding with the BLM approved seed mix shall be broadcast and/or drill seeded as described in the Reclamation Plan. All BLM and private surfaces shall require the BLM approved seed mix, see attached Reclamation Plan and Figures 13 & 14.

R. -At the (5) drainage crossings, the identified culverts shall be excavated, removed and the fill soil excavated out of the drainage bottom and returned to the side banks. Re-contoured slopes will be reduced to 5:1 or less with water bars to prevent accelerated erosion. The soil shall be left rough to promote seed growth.

S. -The well pad re-grading shall be accomplished by ripping 18 inches deep and roughening the well pad surface within the area. Re-seeding shall be performed by broadcast seeding as described in the reclamation plan.

See attached reclamation plan for final reclamation requirements and seed mix (Figure 13 & 14).

Specifications

1. Pee Gee Federal # 11-27CW T57N 76W Sec. 27 NESW, API: 49-005-56349

-This well has 9.625 inch (in) diameter, 26 pound per foot (#) steel surface casing set at 125 feet (ft) and cemented to surface. The 5.5 in diameter, 15.5 # steel production casing is set at 847 ft and is cemented to surface.

-Plugging Specification: i. Run bit and scraper to 672 ft. ii. Set Cast Iron Bridge Plug (CIBP) at 667 ft and cement to surface iii. Cement must be tagged at surface after waiting on cement.

Note: There are multiple perforated zones above the CBIP setting depth. Contractor should expect cement losses to coals.

The 11-27CW includes reclaiming approximately .35 miles of road running NNW from the well to the junction with the main road near the 5-27CW well. Pad infrastructure shall be removed per above prescription, this includes all valve sets, risers and electrical panels. The road infrastructure includes Riser 3, C4 and C5 and (1) drip with cage (Figure 4 Federal 11- 27). Pad shall be re-contoured and reseeded in accordance with the reclamation plan. All disturbed areas shall be reclaimed according to the Reclamation Plan (Figure 13 & 14).

2. Pee Gee Wilson # 13-27CW T57N 76W Sec. 27 SWSW, API: 49-005-56354

-This well has 9.625 in diameter, 26 # steel surface casing set at 125 ft and cemented to surface. The 5.5 in diameter, 15.5 # steel production casing is set at 926 ft and is cemented to surface. Landowner currently wants to retain this well as a water well.

- Plugging Option 1: i. Run bit and scraper to 741 ft. ii. Set CIBP at 736 ft and cement to 410 feet. iii. Cement must be tagged at 410 feet after waiting on cement. iv. Release to landowner as a water well.

Note: There are multiple perforated zones above the CBIP setting depth. Contractor should expect cement losses to coals.

The well pad infrastructure shall be removed per above prescription. This includes all valve sets, risers and electrical panels (Figure 6 Wilson 13-27). There is no road reclamation associated with this well. Pad shall re-contoured and reseeded in accordance with the reclamation plan. All disturbed areas shall be reclaimed according to the Reclamation Plan (Figure 13 & 14).

3. Pee Gee Wilson # 15-21CW T57N 76W Sec. 21 SWSE, API: 49-005-56343

- This well has 9.625 in diameter, 26 # steel surface casing set at 125 ft and cemented to surface. The 5.5 in diameter, 15.5 # steel production casing is set at 803 ft and is cemented to surface. Landowner currently wants to retain this well as a water well.

- Plugging procedure: i. Run bit and scraper to 544 ft. ii. Set CIBP at 539 ft and place cement from CIBP to 203 ft. iii. Cement must be tagged at 203 ft after waiting on cement. iv. Release to landowner as a water well.

Note: There are multiple perforated zones above the CBIP setting depth. Contractor should expect cement losses to coals.

The 15-21CW reclamation is dependent on if the well is converted into a water well. The Pad infrastructure shall be removed per above prescription, this includes all valve sets, risers, and electrical panels. The access road infrastructure includes Riser 4 and a single drip and cage (Figure 2 Wilson 15-21CW). Pad shall be re-contoured and reseeded in accordance with the reclamation plan. All disturbed areas shall be reclaimed according to the Reclamation Plan (Figure 13 & 14).

4. Pee Gee Wilson # 5-27CW T57N 76W Sec. 27 SWNW, API: 49-005-56358

- This well has 9.625 in diameter, 26 # steel surface casing set at 125 ft and cemented to surface. The 5.5 in diameter, 15.5 # steel production casing is set at 886 ft and is cemented to surface.

- Plugging Option 1: i. Run bit and scraper to 629 ft. ii. Set CIBP at 624 ft and cement to surface iii. Cement must be tagged at surface after waiting on cement.

Note: There are multiple perforated zones above the CBIP setting depth. Contractor should expect cement losses to coals.

The Pad infrastructure shall be removed per above prescription, this includes all valve sets, risers and electrical panels. There is no road reclamation associated with this well (Figure 3 Wilson 5-27). Pad shall be re-contoured and reseeded in accordance with the reclamation plan. All disturbed areas shall be reclaimed according to the Reclamation Plan (Figure 13 & 14).

5. Pee Gee Federal # 15-27CW T57N 76W Sec. 27 NESW, API: 49-005-56341

- This well has 9.625 in diameter, 26 # steel surface casing set at 105 ft and cemented to surface. The 5.5 in diameter, 15.5 # steel production casing is set at 966 ft and is cemented to surface.

-Plugging procedure: i. Run bit and scraper to 770 ft. ii. Set CIBP at 765 ft and place cement from CIBP to surface. iii. Cement must be tagged at surface after waiting on cement.

Note: There are multiple perforated zones above the CBIP setting depth. Contractor should expect cement losses to coals.

The 15-27CW includes reclaiming approximately .23 miles of road running NNW from the well to the junction with the 11-27CW well (See Figure 5: Federal 15-27). Pad infrastructure shall be removed per above prescription, this includes all valve sets, risers and electrical panels. The road infrastructure includes Riser 1 and 2. C1, C2 and C3 along with (1) drip and cage, (Figure 5: Federal 15-27CW). Pad shall be re-contoured and reseeded in accordance with the reclamation plan. All disturbed areas shall be reclaimed according to the Reclamation Plan (Figure 13 & 14).

6. Pee Gee Manigault # 7-27CW T57N 76W Sec. 27 SWNW, API: 49-005-56346

-This well has 9.625 in diameter, 26 # steel surface casing set at 124 ft and cemented to surface. The 5.5 in diameter, 15.5 # steel production casing is set at 926 ft and is cemented to surface.

-Plugging Option 1: i. Run bit and scraper to 685 ft. ii. Set CIBP at 680 ft and cement to surface iii. Cement must be tagged at surface after waiting on cement.

Note: There are multiple perforated zones above the CBIP setting depth. Contractor should expect cement losses to coals.

The 7-27CW pad infrastructure shall be removed per above prescription, this includes all valve sets, risers and electrical panels (Figure 7 Manigault 7-27). Pad shall be re-contoured and reseeded in accordance with the reclamation plan. There is approximately .15 miles of access road that shall be fully reclaimed. All disturbed areas shall be reclaimed according to the Reclamation Plan (Figure 13 & 14).

Reclamation Plan

I. Reclamation – Baseline Information

Site Description The Storm Cat Orphan wells are located in Campbell County, Wyoming. All wells are located in:

T.57N, R.76W. Sections 21 and 27.

It falls within the 10-14 inch Northern Plains Precipitation Zone and a Loamy-Shallow Loamy-Sandy Ecological Site Description (ESD)(WY705). The sites have varying aspects with slopes ranging anywhere from 3-20%.

II. Reclamation Objectives:

The long-term objective of final reclamation is to return the land to a condition approximating that which existed prior to disturbance. This includes restoration of the landform and natural vegetative community, hydrologic systems, visual resources, and wildlife habitats. To ensure the long-term objective will be reached through human and natural processes, actions shall be taken to ensure standards are met for site stability, visual quality, hydrological functioning, and vegetative productivity.

III. Reclamation Performance Standards Final reclamation success criteria:

1. Disturbed areas not essential for operational function shall be re-contoured to allow for restoration of the original landform;

2. 100% of disturbance site is in a stable condition. BLM will make the determination as indicated by the Erosion

Control Classification System (Clark 1980).

3. All disturbance shall be seeded with the approved seed BLM mix;

4. Restoring the original landform or creating a landform that approximates and blends in with the surrounding landform;

IV. Reclamation Plan Requirements

See Figure 1. Storm Cat Orphan Wells Site Map for site specific details described below.

The approximate 3,500 lineal feet of roadbed and roadside ditches for a width of approximately 30 feet wide shall be ripped to a depth of 18 inches to provide surface roughening. Broadcast and/or drill seed roughened surface as specified below.

The (4) well pads to be reclaimed (minus (2) proposed water wells) are approximately 1.16 acres in total. The sites shall be ripped to a depth of 18 inches to provide surface roughening. Broadcast and/or drill seed roughened surface as specified below.

-The (5) culvert drainage crossings shall be re-graded with slope reduced to no steeper than 5:1. Water bars shall be installed on 10 foot spacing perpendicular to the sloped drainage and/or where determined by BLM.

Culverts shall be excavated, removed, backfilled with same material, and compacted in one-foot-deep lifts using the backhoe bucket)

• T57R76S27 NWSE - (2) 18” diameter by 30’ long culverts. (Estimated 400 cubic yards material)

• T57R76S27 SWSE - (1) 18” diameter by 30’long culvert. (Estimated 200 cubic yards material)

• T57R76S27 NESW- (1) 18” diameter by 30’ long culvert. (Estimated 200 cubic yards material)

• T57R76S27 SENW- (1) 18” diameter by 30’ long culvert. (Estimated 200 cubic yards material)

-Strip topsoil in areas prior to any and all grading operations.

After the re-grading is completed, all salvaged topsoil will be redistributed across all disturbance areas (including but not limited to roads, ditches, culverts, pads, valves, riser, etc.).

- Water bars shall be constructed a minimum of 12 inches deep, on the contour with no more than 2 feet of drop per 100 feet of water bar to ensure drainage and extended into established vegetation. All water bars are to be constructed with the berm on the downhill side to prevent the soft material from silting in the trench. The initial water bar shall be constructed at the top of the backslope.

-After topsoil has been respread across all the disturbed areas, the soil shall be prepared for seed bed, crimped with straw and seeded with the seed mix listed below. Straw and seed shall be from a weed free certified source.

-Drill seed at a depth not to exceed 0.5 inches. If broadcast seeding, double the rate of application.
