QUESTIONS AND ANSWERS
1. Could you please provide clarification on how the overage of cement will be paid for in this solicitation? As stated in the statement of work, there are several perforations above where the CIBP will be set each well on each well and the contractor should expect losses. This is an unquantified amount of cement and could range drastically from well to well and sometimes not hold at all depending on conditions of formation and perfs.
Estimated cement quantities have been added to the SOW and Bid Schedule. The cement is now a separated bid item on the bid schedule.
FAR Clause 52.211-18 – Variation in Estimated Quantity (Apr 1984) has now been incorporated into the clauses for this requirement. If an equitable adjustment is requested for the cement, the yield numbers and the cement specifications will need to be provided to determine if an equitable adjustment will be approved or not.
2. Can a sizing ring be used rather than a bit and scraper for these wells?
If the size ring does not go to the bottom, they would have to come back with the bit and scraper to complete the process.
3. We had some questions about infrastructure to be removed, bidders asked for verification.
Water associated infrastructure (ARV valves) from the 15-21CW to the 13- 27CW stay in place, gas drips and valve sets are to be removed.
Electrical drops will stay in place at the 15-21CW and the 13-27CW locations.
All infrastructure from the 5-27CW to the 15-27CW is to be removed and lines capped at the 5-27CW.
Remove all infrastructure from the 7-27CW location, transport to the Manigault storage yard.
