Federal Supply Schedule RFO 8.4 (GSAR 538.7104-3) - Sole Source Justification

This document is a sole source justification and approval for awarding a task order under the General Services Administration Federal Supply Schedule (GSA FSS) Program. The Transportation Security Administration (TSA) seeks to award a firm fixed price (FFP) task order to B&B Consulting Enterprise, LLC (B&B), the incumbent contractor, for Systems Engineering and Technical Assistance (SETA) support services under GSA FSS Contract #47QTCA21D00CL. The task order covers a base period from September 9, 2026, through March 8, 2027, with two optional periods extending through September 8, 2027. The sole source justification is based on GSAR 538.7104-3(b), citing that only B&B is capable of providing the required services at the level of quality needed because the services are unique and highly specialized.

B&B will provide SETA services to the TSA Security Capabilities Security Technology Integration Program (STIP), assisting with system development, operations and maintenance, technical guidance, acquisition lifecycle support, system engineering, design documentation, and risk management. Services include technical monitoring of the STIP platform, ensuring network connectivity for the Security Technology Information eXchange (STIX) and Advanced Imaging Technology (AIT) systems, validating device integration with TSANet, and supporting compliance with Department of Homeland Security and TSA data standards. The document emphasizes that continuity of services from the incumbent contractor is critical to avoid disruption of TSA's mission-critical operations, which handle connectivity for over 1.7 million daily passengers and maintain real-time passenger vetting capabilities across more than 2,100 CAT/CAT-2 units deployed nationally. Market research determined that no other contractor can provide these highly specialized services within the required timeframe, and a competitive solicitation is scheduled for award in Q2 FY 2027. TSA issued a competitive solicitation on July 31, 2026, to identify additional qualified sources for future competition.
