LIMITED-SOURCES JUSTIFICATION – FAR 8.405-6 (c) (2)
1. The Office of Acquisition Management is conducting this acquisition to procure IT Support for DoS Compensation and Financial Systems and related Program/Project Planning, Policy and Coordination Services on behalf of Bureau of the Comptroller and Global Financial Services (CGFS), Global Financial Management Services (GFMS) and the Bureau of Information Resources Management (IRM).
2. Request approval to award a sole source interim task order for a period of 4 months with 4, one month options, to STG, Inc, under their GSA IT 70 Federal Supply Schedule. This is a continuation of existing services currently under STG’s COMMITS NexGen GWAC (relevant documentation: SAQMMA08F3047, Prime Contract CM1301-05-CT-0048, dated 9/23/04). The current task order expires 3/31/2013 and this action will allow services to continue with award of short-term interim task order until award of the follow-on competitive task order is made. AQM is in the final stage of drafting the solicitation with an expected release of the RFQ in mid-April. Award is expected in July/August 2013.
3. The contractor will be continuing existing mission critical IT Support for DoS Compensation and Financial Systems and related Program/Project Planning, Policy and Coordination Services and many of the business systems and upgrades including: (1) The multi-year phased implementation of a modern, global compensation system platform thereby allowing the gradual replacement and retirement of 8 legacy compensation systems; (2) The expansion of the Bureau’s Business Intelligence solutions to consolidate accounting, budgeting, travel and compensation information into a single platform and to introduce graphical presentations; (3) The deployment and maintenance of a new Cashiering module to better control the handling of cash and to better serve our customers around the world; and (4) The provision of new payroll reporting information to enable better financial management decision making. Interruption of service will create an inability to process payroll for American DoS employees. This inability to process payroll could mean that current civil and Foreign Service employees would not be paid. The estimated cost is $3,531,811.00.
4. The authority justifying limiting sources is Federal Acquisition Regulation (FAR) Part 8.405-6 (a) (1) (i) (B); only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Due to the expertise, skills, knowledge and intelligence required for the continued technical support and operations of the DoS Compensation and Financial Systems and supporting services, there is no other source that can provide the services without the requisite training and transition period. Interruption of service will create an inability to process payroll for American DoS employees.
5. GSA has already determined the prices to be fair and reasonable. In addition, the Contracting Officer determined the anticipated cost to the Government will be fair and reasonable based on the following documents provided by the vendor: GSA Schedule Pricing and previous task order. The Order represents the best value and results in the lowest overall cost alternative to meet the Government’s need considering price, human capital/intelligence, administrative costs, etc.
6. Market research was not conducted for this sole source interim order due to the short period of time that it will be in place allowing for continuation of services until award of the competitive follow-on task order. Market research was completed as part of the acquisition process for the competitive follow-on task order.
7. Other facts supporting the justification are due to the vast scope of the contract; short period of time that it will be in place; and the human capital and intelligence that will have to be replaced worldwide; it is determined that it is in the best interest of the Government to award the interim task order until the competitive follow-on task order is in place. Additionally the award will be at an overall cost savings to the Government; maintain consistency of technical support and operations; and retain intelligence relative to the Department’s mission.
8. Efforts are being made to maximize competition for the competitive follow-on task order relative to the IT Support for DoS Compensation and Financial Systems and related Program/Project Planning, Policy and Coordination Services solicitation. This Limited-Sources Justification will be published on FedBizOpps in accordance with FAR Section 8.405-6 within 14 days after placing an order.
