About this file

This Contract Data Requirements List (CDRL) outlines requirements for an Organizational Conflicts of Interest (OCI) Mitigation Plan data item to be delivered under Solicitation Number FA9550-24-R-B001 for the Science and Technology Fellowship Program (STFP) managed by the Air Force Research Laboratory. The initial OCI Mitigation Plan is due with proposals in response to the solicitation and must address potential unfair advantages in the review panel process and proposal grading, conflicts in evaluating proposals from a contractor's own employees, procedures for safeguarding confidential proposal information, and any other situations resulting in impaired contractor objectivity. The contractor must also notify the Contracting Officer of any actual or potential OCI and promptly submit updated mitigation plans. The report must be in a malleable electronic format and handle personally identifiable information according to all applicable laws and regulations.
