1. RFP, Section L.II. Volume Organization Will the government please provide the page limitations for Volumes I and II?
Volume I page count is N/A- The Offerors are required to completed RFP (signed, with completed fill-ins) The current page count is currently 99 pages . The page count is subject to change based on clauses and provisions that require “fill-in” information.
Volume II page count is 50 pages. Sections L & M will be amended to state the page count for Volumes I & II.
2. Solicitation, Section L, Subfactor 4, (3.)
What is the page limitation for the CPM’s resume/CV? Will this count as part of the total page count for Volume
II?
CPM resume/CV page limit is three pages. The resume/CV must be included in Volume II page count.
3. Section L, Subfactor 4, (2.)
Will the government allow the OCI mitigation Plan to be submitted as an attachment that doesn’t count against page count of Volume II?
The OCI must be included in Volume II page count.

Page Limitations: The cover letter, title page, table of contents, table of figures, list of tables and glossary of abbreviations & acronyms do not count against page count limitations. Proposal contents that exceed the stated page limitations above will be removed from the proposal by the Contracting Officer, prior to turning the proposal over to the Government evaluation teams, and will not be considered in the evaluation.

3. RFP Sections L and M, Subfactor 2.
Evaluation of Panel Members.
Evaluation of Panel Members IAW PWS Para 1.4.b and 5.1.4.d.
PWS para 5.1.4.d states: The contractor must ensure research associates devote their full-time effort to the research proposed in their applications and that the research associates remain in residence at the sponsoring laboratory during the entire period detailed in their respective award.
It appears that the PWS para 5.1.4.d does not align with the requirements stated in Subfactor 2: Evaluation of Panel Members. Is there another section of the PWS that must be followed for this response?
The reference of 5.1.4.d will be removed from this subfactor.
4. RFP Sections L and M, Subfactor 3:
Evaluation/Selection Process of Applicants, Government Research Advisors and Proposed Research Topics
There is no section “f” under this paragraph. Please clarify the requirements for section “f” to address the subfactor requirements.
There is no section “f” it should read section “e”.

No fee/profit or indirect costs can be charged on these "pass-through" funds.
Any administrative costs shall be included in the administrative FFP CLINs that are being proposed.

New research advisors will need to go through panel review, existing research advisers will be grandfathered in.
3. Solicitation, PWS Article – 5.1.2.2.a.
Visits to DAF research locations by applicants
Should the cost estimate for applicant travel to DAF research locations be included in CLIN 0004?
Yes, the costs will be covered in CLIN 0004 as a miscellaneous cost.
4. Solicitation, PWS Article 5.1.3.d
Please advise as to whether the requirement for contractor employees to be US citizens applies to all contractor employees, or whether it applies only to contractor employees who require access to USAF bases, AFRL facilities, and/or access to U.S.
Government Information Technology networks in connection with the work on this contract.
All contractor employees must be IAW with the Employment Eligibility Verification. FAR 52.222-54, Employment Eligibility Verification – This provision implements statutes and executive orders requiring employers to abide by the immigration laws of the United States and to employ in the United States only individuals who are eligible to work in the United States. This doesn’t require that employees be citizens, but it does require that contractors use E-Verify to show workers employed in the United States are eligible to work here (which would imply citizenship, naturalization, or some other employment eligible
5. Pricing Sheet CLIN 0004: Other Direct Costs
The contractor shall use the pass-through funds provided by the Government to pay STFP compensation adjustments, fellows travel, healthcare, relocation, and other miscellaneous expenses to selected researchers with prior AFOSR CO/GPM approval, as outlined in the PWS.
The pricing sheet indicates $1,520,000 as the total proposed cost for CLIN 0004 that will include compensation adjustments, fellows travel, healthcare, relocation, and other miscellaneous expenses. Given that these costs are variable, how was the total cost estimated and is the $1,520,000 a not to exceed total?
An Independent Government Estimate (IGE) was calculated using projected costs based upon current costs with inflation. This is a NTE amount.
If the Techincal Directorate (TD) chooses to add additional funds the TD may excerise the option to funds the TD's CLIN.
6. CDRL General
Several of the deliverables are required to incorporate the FAIR data principles.
Can AFRL expand on what is expected with the incorporation of the FAIR data principals to 1) Monthly Financial reports, and 2) research associates technical and final reports?
