About this file
This Request for Quotation document outlines equipment and service specifications for the Maine Judicial Branch's statewide mailing machine and postage meter program. The Judicial Branch seeks to procure rental services for 44 postage meters and 14 mail machines distributed across multiple locations throughout Maine. The mail machine inventory consists of two very high-volume machines (averaging 300+ mailings daily), 12 high-volume machines (averaging 100+ mailings daily), 17 medium-volume machines (averaging 50-100 mailings daily), and 13 low-volume machines (averaging fewer than 50 mailings daily). The contract is intended for a three-year term with no penalties for early equipment removal should any locations close prior to the contract expiration. The document was revised on October 15, 2008.
Pricing must be submitted as a single monthly invoice to the Administrative Office of the Courts and itemized by location, including all meter rental costs, machine rental costs, supply costs based on usage estimates, equipment adjustments for future postage increases, and maintenance and service charges. Bidders must submit three separate pricing scenarios for B700 machines: without feeders, with semi-automatic feeders, and with automatic feeders. All equipment must include scales with a minimum 5-pound capacity and postage-by-phone account capability. Service response requirements mandate that repairs be completed no later than close of business the day following a service call, with loaner or replacement machines provided at the appropriate location by close of business the following business day if equipment is irreparable. Bid responses must include the number and qualifications of available service technicians and the locations and number of the bidder's service offices to support the statewide contract.
