About this file
This Statement of Work describes inspection, cleaning, and lining services for two 25,000-gallon domestic cold water storage tanks located on the 14th floor of Stratton VA Medical Center in Albany, New York. The tanks, installed in 1951 and last cleaned/inspected in 2024, supply potable water to floors 5-14 and provide redundancy for the building's fire protection system. Work will be performed Monday through Friday, 7 AM to 4 PM, at the specified VA facility.
The inspection and cleaning scope requires the contractor to furnish all parts and labor to conduct file reviews of equipment documentation, perform external and internal visual inspections (VT) by trained engineering personnel, execute ultrasonic thickness testing (UTT) on the external shell per SNT-TC-1A standards, perform holiday testing of the glass liner per ANSI/AWWA D103-09 and ASTM D1562-01, ensure complete tank cleaning, and deliver a comprehensive report within 10 days of completion. The report must include UTT data with thickness measurement location (TML) mapping, graphical shell thickness representation, calculated minimum thickness, wastage rates, remaining life expectancies, repair recommendations with criticality ranking, inspection photographs, and future inspection intervals. All work must comply with OSHA confined space procedures, including continuous air monitoring and confined space rescue provisions. The tank lining scope requires file review, external VT inspection, interior blasting to SP-10 near-white metal specification, and application of 25-35 mils of ACOR S-16 two-part epoxy using NSF/ANSI 61 or 600 approved potable water-safe coatings. VA personnel will handle tank emptying, pump deenergization, valve closure, and Lock Out Tag Out (LOTO) procedures. The Contracting Officer's Representative (COR) will conduct final inspection prior to payment authorization, and no additional services beyond those expressly stated are authorized without written modification from the contracting officer.
