About this file
This is a Statement of Work (SOW) for exterior painting and surface preparation services at the Washington Maritime National Wildlife Refuge Complex Headquarters Office building in Sequim, Washington. The project involves repainting a 3,756 square foot, single-story building with cementitious siding, metal-flashed wood trim, three single doors and one double door, 14 trimmed windows, decorative roof shingles, and a wooden cupola. The building currently exhibits faded paint and weather-related peeling on surfaces including metal trim with rust.
The Contractor must furnish all labor, materials, tools, equipment, and supervision required for the complete project. Work includes power washing with marine salt deposit removal and mold/mildew treatment, thorough drying periods, scraping and sanding of peeling paint areas, treatment of oxidized metal surfaces with oxidation inhibitor, replacement or patching of degraded siding or trim (minor repairs only, beyond which requires COR/CO approval), caulking of new joint areas and re-caulking existing caulked areas, and application of two coats of exterior water-based acrylic latex paint suitable for coastal climate protection. Paint colors must match or approximate existing colors with final approval by the WMNWRC Project Leader. The Period of Performance is 60 calendar days from the Notice to Proceed, with work conducted Monday through Friday, 7:00 a.m. to 5:00 p.m., excluding federal holidays. The Contractor must comply with all federal, state, and local safety regulations, prevent environmental contamination, remove all waste off-site, provide a minimum one-year workmanship warranty, and ensure manufacturer warranties are passed to the Government. Deliverables include pre-work coordination confirmation within 10 calendar days of NTP, material identification prior to painting activities, completed exterior painting by the end of the performance period, site cleanup concurrent with work completion, and punch-list corrections within 5-10 calendar days of notification. All submittals require Contracting Officer's Representative (COR) approval, with a five business-day review period, and no painting activities may commence until written approval is received.
