STATEMENT OF WORK

FOR GRISSOM AIR RESERVE BASE LODGING FACILITIES

VIDEO SURVEILLANCE SYSTEM INSTALLATION

1 DESCRIPTION OF SERVICES: The contractor shall provide all labor, equipment, tools, materials, transportation, supervision, and other items and services necessary to completely install a video surveillance system for the base Lodging facilities at Grissom Air Reserve Base, Indiana.

1.1 SCOPE OF WORK: The following scope of work shall serve as general information only and shall not limit the contractor’s responsibility or obligations to perform all tasks(s) within local, state and federal laws as well as manufacturer’s recommendations. All quantities in this statement of work are approximate and shall be verified by a government representative prior to the start of any work.

1.2 The contractor shall perform work outside and inside the facility as required. Electrical materials shall match and be compatible with the existing systems. Samples of new equipment, materials and accessories shall be submitted to a government representative for approval.

1.3 The following is a list of new items and materials to be installed within the governed work area: All material shall be compatible systems and functionality to ensure quality.

2. PERSONNEL

2.1 The contractor shall provide supervision that is experienced, fully qualified, and well versed in construction terminology. The supervisor shall maintain direct control and close surveillance of all contract personnel who are performing the work.

3 WORKING HOURS AND SCHEDULING

3.1 Work shall be performed during normal duty business hours: 0730-1630 M-F.

3.2 The following are Federally Recognized Holidays. No work will be conducted on these days without the approval of the Government in advance:

Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Christmas Day Independence Day

3.3 Work shall be done in such as manner as to not interfere with lodging guests. If the contractor believes work shall infringe on lodging guests, they shall discuss with the lodging facility manager to de-conflict.

3.4 The contractor shall be required to contact the facility manager and/or contract representative within 48 hours after contract award to establish a work schedule. Work shall be inspected, repaired, and completed within a timely manner not to exceed (60) sixty days after start of the contract.

4 SECURITY

4.1 All workers shall be legal U.S. Citizens with legal picture ID’s and able to gain a clearance on to the military installation.

4.2 No guns, drugs, or illegal paraphernalia shall be allowed on the military installation.

4.3 All vehicles, equipment, and containers shall be subject to search at any time while on or seeking access to the military installation.

5 SPECIFIC TASK

5.1 GENERAL NARRATION OF WORK: The contractor shall perform all wiring, mounting of hardware, connecting, and troubleshooting of computer, cameras, displays, and controllers. All wiring shall be hidden to the best of your ability.

The surveillance systems are required in each building to maintain the integrity and security of government facilities and property. Closed circuit surveillance systems shall be provided and installed at the following buildings: 471, 472, 473 and 440.

Contractor shall provide and install a digital video surveillance systems to include:

- Three (3) floors in Building 471 (all cameras will be cabled back to 2nd floor communications room) o Two cameras per floor/six (6) total- installed in drop ceiling at each end of single hallway o One camera per floor/three (3) total- installed in drop ceiling at elevator entrance/lobby o One (1) camera main floor lobby stairwell- installed in drop ceiling across from entry/exit door o One (1) camera covering main entrance door o One (1) camera covering view of check-in/reception desk o One (1) camera receiving area- installed in drop ceiling opposite the loading dock double door

- Four (4) floors in Building 472 (all cameras will be cabled back to 2nd floor communications room) o Four cameras per floor/sixteen (16) total- installed in drop ceiling at each end of double hallway o One camera per floor/four (4) total- installed in drop ceiling at elevator entrance/lobby o One (1) camera at stairwell- installed in drop ceiling across from entry/exit door

- Four (4) floors in Building 473 (all cameras will be cabled back to 2nd floor communications room) o Two cameras per floor/eight (8) total- installed in drop ceiling at each end of single hallway o One camera per floor/four (4) total- installed in drop ceiling at elevator entrance/lobby o One (1) camera at stairwell- installed in drop ceiling across from entry/exit door

- One (1) floor in Building 440 (all cameras will be cabled back to mechanical room) o One (1) camera covering main door entrance- install on metal soffitt o One (1) camera covering side door entrance- installed on metal soffit o One (1) camera at first floor rear entrance- installed on metal soffit o One (1) camera above cash register – install in drop panel o One (1) camera covering door and freezer area- install on metal soffitt o One (1) camera next to TV adjacent to bar- mounted on concrete wall o Three (3) cameras covering fire pit, sitting area and covered patio area- mounted on soffitt o Six (6) cameras covering exterior perimeter

The government requires these closed-circuit television systems to monitor government property. Video capture must be of a sufficient resolution to allow the Government to identify any person/persons who has/had damaged or stolen Government property.

The system shall provide coverage in lobby areas and full coverage at entrances and exits on the ground floor of each building. Interior areas covered shall be determined by facility's manager.

The proposed system provides color cameras with the capability to switch to black/white, to provide coverage day or night, with or without any additional lighting. Cameras are installed with protective, vandal-resistant housings.

The proposed system shall be capable of instant capture and capturing still shots from video frames.

The proposed system shall provide a minimum real time frame rate of 7 frames per second (fps), a date/time/camera stamp at a minimum of 15 fps, and a minimum resolution of 400 TVL (television lines of resolution).

The proposed system has a minimum of 30 days storage time with Date/Time/Camera stamp and is able to archive and retrieve with search capability by Date/Time/Camera.

The proposed system has the ability to view multiple locations simultaneously with the ability to enlarge one camera’s picture as required. The proposed system has the capability of reviewing a full day of video in fast forward and in real time.

The proposed system has “point and click” video playback.

The proposed system has the capability of being upgraded in the future with additional cameras.

The proposed system shall connect to existing computer system (PCs).

-Upon completion of installation, Contractor shall also provide the following:

1. Training: A minimum of a one-hour overview for Management and Staff

2. Technical diagrams of cable layout and systems configuration

3. All operation and installation manuals on all equipment installed

4. Labeling of all cables at connection points that correspond with drawings

5. Warranty requirements (minimum for parts procured by the contractor and a minimum for contractor’s labor to install all items).

6. A three year warranty with preventative maintenance visits provided twice a year for three years and three emergency response visits if/as needed per year.

Contractor shall be responsible for the following:

1. Obtaining all necessary permits and licenses.

2. Verifying all measurements and dimensions.

3. Installing all products in accordance with recognized trade practices by licensed tradesmen, skilled in their fields.

4. Ensuring that its employees conduct themselves in a businesslike, professional manner at all times while on site.

5. Cleaning up and repairing any damage to the facility, equipment, or grounds as a result of installation.

6. Keeping the site clean and free of debris at all times.

7. Running wires (power, video signal, and control if needed) to each camera with no splices anywhere in the run. All exposed outside wiring shall be in conduit.

8. Running electrical power in accordance with applicable NEC codes from the closest location.

9. Using 3-hour fire rating fire stop to seal any space where conduit passes through walls or at conduit ends when they pass through fire walls or enter the facility.

5.2 Contractor shall custom design an intuitive and simplified control system that shall provide full system control with ease of use. Keeping all levels of system users in mind when designing the control system.

5.3 Contractor shall provide all management, personnel, equipment, tools, materials, supervision, transportation, and other items and services necessary to complete the terms of the contract. All of the contractor’s technicians shall adhere to InfoComm best practices and strictly follow the Code of Ethics and Conduct.

5.4 Following InfoComm best practices, Contractor shall neatly bundle, strain relief, secure all cabling, and apply cable labels to match the final as-built drawings. All cabling shall be sequentially marked using cable labels on both ends of the cable and shall be identified and reflected in the as-built drawings. An as-built drawing set shall be furnished and provided to the government upon completion of the installation. All markers shall be permanently secured with clear heat shrink tubing.

6 GOVERNMENT RESPONSIBILITIES

6.1 Government shall provide:

6.1.1 120VAC outlet for the UPS unit to support recording and switches

6.1.2 Access to cable pathways and equipment installation locations to include mechanical room

6.1.3 Network rack space

6.1.4 Access to PC hardware for installation of software

6.1.5 Network connection from existing network to new switches for remote access from PC’s to video recorder

6.1.6 IP addresses for necessary equipment

7 PROTECTION OF GOVERNMENT PROPERTY

7.1 The contractor shall protect all government and personnel property from damage. Any damage caused by the contractor shall be replaced or repaired at contractors cost prior to payment.

8 SAFETY

8.1 All OSHA standards shall be complied with.

8.2 Proper PPE shall be worn at all times.

8.3 Best practices of safety in the work place shall be adhered to at all times.

8.4 Any electrical, gas, or chemical work shall be done by licensed personnel only.

8.5 All tools and materials shall be cleaned up and stored safely at the end of the work day or on extended breaks

(i.e. lunch).

9 INSPECTION AND ACCEPTANCE

9.1 There shall be periodic inspections done by the Unit Facility Manager.

9.2 When work is complete the Unit Facility Manager shall inspect the work for completion and quality prior to the job being accepted.

9.3 A minimum of a 12 month warranty on all parts and labor shall be required in writing upon job completion.

9.4 Upon completion the contractor shall clean up all tools, trash, dirt, and debris.

10 STANDARD WARRANTY CONTRACT TERMS & CONDITIONS

10.1 The contractor shall include a commercial warranty for all parts and labor as customary to industry standards.
