Statement of Work Planning and Execution Design for USCGC Campbell (WMEC-909) Availability
1. Background A 10.5-month delivery is a non-negotiable requirement for the USCGC Campbell availability. To meet this requirement, the shipyard must develop an executable plan that accounts for the major constraints and uncertainties that can affect completion.
These include constraints in preparatory work, supply chain readiness, technical and commercial approval of change orders during execution, and contention for resources shared with other efforts both inside and outside the shipyard.
Traditional planning and execution approaches often rely on detailed schedules to manage constraints, then change priorities as delays and changes occur during execution. This creates significant waiting time in both the schedule and execution, while also causing constant churn in priorities.
The Campbell availability therefore requires a different planning and execution approach: one that minimizes waiting time and priority churn while protecting the 10.5-month delivery requirement.
2. Purpose The purpose of this Planning and Execution Design workshop is to support the U.S. Coast Guard Yard in developing a realistic and executable plan for USCGC Campbell, along with the execution enablers and risk mitigations required to protect the 10.5-month delivery requirement.
This effort will be based on the Focus & Finish approach. Focus & Finish is currently being deployed by NAVSEA at Norfolk Naval Shipyard against a similar backdrop: the need to deliver availabilities faster and on time. Realization initially developed this approach for aircraft MRO in NAVAIR, and later deployed it in the USAF, USMC, commercial airlines, and other project environments.
3. Plan of Action The planning and execution design effort will be completed over two to three consecutive weeks.
The effort will include the following steps:
1. Establish ambitious target timelines for the Campbell availability.
2. Confirm the project breakdown into workstreams and execution buckets.
3. Understand the work content, dependencies, and assumptions within each workstream and bucket.
4. Determine how the workstreams should be staggered, including what to stagger on and how much stagger is required.
5. Challenge bucket durations within each workstream to determine how the plan can fit within the target timelines.
6. Identify constraints, risks, and obstacles, and define how they will be elevated, mitigated, or overcome.
7. Design the execution management processes required to maintain focus during execution.
8. Map the technical plan to the Focus & Finish plan.
