About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services at or below the Simplified Acquisition Threshold (SAT), submitted under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The Coast Guard is seeking planning and execution design workshop services for USCGC Campbell (WMEC-909) availability using the proprietary Focus & Finish methodology. The workshop will develop a realistic and executable plan, execution enablers, and risk mitigations to protect the non-negotiable 10.5-month delivery requirement and support the U.S. Coast Guard Yard in meeting operational readiness objectives. The justification is classified under "Only One Source Is Available" based on unique expertise and proprietary methodology. Realization Technologies, located at 440 North Wolfe Road, Sunnyvale, California 94085, is identified as the sole source provider. The company developed and exclusively offers the Focus & Finish methodology, a flow-based execution approach designed for complex maintenance and sustainment environments. Realization Technologies has successfully implemented this methodology across Department of Defense organizations including NAVAIR, USAF, USMC, commercial airlines, and NAVSEA's Norfolk Naval Shipyard. The justification notes that in 2021, Realization Technologies was selected as the sole-source provider for Focus & Finish services supporting Navy Public Shipyards and Regional Maintenance Centers, and in 2025 was directed by the Secretary of the Navy and Vice Chief of Naval Operations to implement Focus & Finish at Norfolk Naval Shipyard. Market research confirmed no equivalent alternatives exist. The fair and reasonable price determination method used was "Other," with justification that Realization Technologies is the only qualified source capable of providing the required services. The document was signed by the Technical and Requirements POC on 5/19/26 and by the Contracting Officer on 5/20/26.

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:
Unique Expertise and Proprietary Methodology: Realization Technologies is the developer and sole provider of the Focus & Finish methodology, a flow-based execution approach specifically designed for complex maintenance and sustainment environments. The methodology is proprietary and not available from any other source.
Prior Implementation Experience: Realization Technologies has successfully implemented Focus & Finish across Department of Defense organizations, including NAVAIR, USAF, USMC, commercial airlines, and NAVSEA's Norfolk Naval Shipyard. Their operational experience is directly relevant to shipyard and maintenance availabilities.
Directed by Department of Defense Leadership: In 2021, Realization Technologies was selected as the sole-source provider for Focus & Finish services supporting Navy Public Shipyards and Regional Maintenance Centers. In 2025, the company was directed by the Secretary of the Navy and Vice Chief of Naval Operations to implement Focus & Finish at Norfolk Naval Shipyard. This demonstrates both the uniqueness and criticality of their services.
No Equivalent Alternatives: Market research confirms that no other vendors possess the proprietary Focus & Finish methodology, nor the depth of experience required to deliver the planning and execution design needed to protect the 10.5-month delivery requirement for USCGC Campbell. Attempts to identify alternative sources revealed that only Realization Technologies can provide the required methodology and expertise.
