The required curriculum modules must cover, at minimum: AI Literacy & Foundations, Generative AI & Large Language Models, Prompt Engineering for Leadership, Workflow Automation & Data Analysis, and DoD & Federal AI Applications with ethical, legal, and operational considerations for DoD and Federal Government environments. The period of performance is 12 months from estimated contract award date (September 24, 2026 through September 23, 2027), with performance occurring 100% remotely from contractor-hosted secure commercial servers. Primary deliverables include user account provisioning for 100 licenses within 5 business days of award (DEL-01), administrative dashboard credentials concurrent with user access (DEL-02), and monthly progress and completion reports due by the 5th business day of each month (DEL-03). The performance location is primarily at MAGTFTC G-6, Twentynine Palms, California 92278.

STATEMENT OF WORK (SOW)
Requirement Title: Self-Paced Military/Leadership Artificial Intelligence (AI) Workforce Training Subscription
1.0 SCOPE OF WORK
The Contractor shall provide a secure, web-based, automated commercial-off-the-shelf (COTS) training subscription for up to 100 user licenses to deliver self-paced, online Artificial Intelligence (AI) and leadership-focused training. The subscription must include comprehensive curriculum access and an administrative tracking dashboard for the MAGTFTC/MCAGCC G-6 Technical Point of Contact (TPOC). No physical hardware, custom software development, or on-site instruction is required under this contract.
2.0 BACKGROUND & OBJECTIVE
The MAGTFTC/MCAGCC G-6 requires an established, scalable, and standardized training solution to rapidly develop AI competencies across its cyber and administrative workforce.
The objective is to build workforce proficiency in AI literacy, generative AI, data-driven decision making, process automation, and emerging technologies to support command-wide digital modernization, cyber readiness, and operational efficiency.
Existing military enterprise training resources do not provide the specialized curriculum or the necessary administrative oversight tools required for this initiative. This acquisition will satisfy the G-6 workforce development objectives through a commercial subscription model that ensures standardized curriculum quality and measurable user progress.
3.0 TECHNICAL REQUIREMENTS (SALIENT CHARACTERISTICS)
To be considered for award, the proposed commercial training platform must meet or exceed the following minimum technical characteristics:
• SaaS Delivery: The platform must be a 100% web-based, Software-as-a-Service (SaaS) application requiring no local software installation on Government computers.
• Compatibility: The training platform must be fully accessible and compatible with standard Department of Defense (DoD) web browsers (e.g., Microsoft Edge, Google
Chrome) operating on the Non-Classified Internet Protocol Router Network
(NIPRNET).
• Self-Paced Learning: All training must be structured for self-paced, on-demand learning, allowing individual users to log in, pause, resume, and complete training modules independently.
• Progress Tracking & Quizzes: The platform must include built-in assessment mechanisms (e.g., lesson quizzes, knowledge checks, or practical exercises) to verify user comprehension before granting completion certificates.
• Administrative Dashboard: The platform must provide designated G-6 administrators/TPOCs with direct dashboard access to:
1. Add, modify, or remove user accounts.
2. Monitor individual and cohort training progress in real-time.
3. Generate and export course completion reports (PDF or Excel format).
4.0 REQUIRED CURRICULUM MODULES
The online training subscription must provide structured learning paths covering, at a minimum, the following subject-matter areas:
• AI Literacy & Foundations: Introduction to artificial intelligence, machine learning, neural networks, and the history and future of AI in professional environments.
• Generative AI & Large Language Models (LLMs): Concepts of generative text, image, and data models, with instruction on their capabilities, limitations, and operational benefits.
• Prompt Engineering for Leadership: Practical techniques for crafting effective prompts to optimize AI outputs, automate routine administrative tasks, and assist in strategic decision-making.
• Workflow Automation & Data Analysis: Leveraging AI tools to streamline repetitive workflows, manage database information, and conduct basic qualitative and quantitative data analysis.
• DoD & Federal AI Applications: Training specifically tailored to the ethical, legal, and operational considerations of utilizing AI technologies within a Department of Defense and secure Federal Government environment.
