Due to data processing procedures within the DoD Network, please submit all electronic attachments in PDF Format only. FAXED Quotes WILL NOT BE ACCEPTED

For quotes delivered by hand, offerors are advised that entry to the installation is restricted, and offerors are directed to familiarize themselves with the entry control location and process. Entry processing time is unpredictable and can be lengthy. The addressee indicated above may be able to facilitate entry processing, but is not required to do so, and inability to gain access shall not excuse late delivery.

If Quotes are submitted in different formats requiring different delivery methods, the proposal of record shall be the last complete version received prior to the deadline.

For email Quotes, the Government office designated for receipt of the proposal is the email inbox of the addressee indicated above.

Notwithstanding the provisions at FAR 52.212-1(f) or FAR 52.215-1(c)(3), delivery is not accomplished until the addressee can open the email; delivery to a server or an email inbox on a server is not considered delivery to the designated Government office and the quotation is not under the Government's control until the addressee can open the email. The email shall not be considered to be delivered unless the entire content of the email and all attachments can be read by the addressee indicated above. Receipt of an electronic acknowledgment from the addressee establishes that a record was received but does not establish that the content sent corresponds to the content received. Email attachments are limited to no more than 25MB. Offerors are specifically warned that email may be subjected to spam filters or attachment stripping.

All transmissions must clearly state the solicitation number and the name of the contracting officer on the first page to ensure proper receipt.

Attention is directed to FAR 52.212-1(f), concerning late submissions. Offerors are responsible for allowing adequate time for transmission to be completed. The offeror bears the risk of non-receipt of transmissions, and should ensure that all pages of the

M0068126Q0089 mailto:randy.zielinski@usmc.mil proposal (and any authorized modifications) have been received by the designated office before the deadline indicated. Pages of a transmission that arrive after the deadline will not be considered.

Evaluation - Commercial Products and Commercial Services

Addendum to Evaluation - Commercial Product and Commercial Services

52.212-2 ADDENDUM

Evaluation-Commercial Items (Services)

(a) This is a simplified acquisition in which the competing quotes will be evaluated using the factors identified in FAR 52.212-2, Evaluation - Commercial Products and Commercial Services and this Addendum, in accordance with FAR 12.203 and the process below. The Government expects to award a Firm Fixed Price purchase order for a 12 month subscription for AI training services., with the option to extend services up to six months pursuant to FAR 52.217-8. The Government intends to evaluate quotes and award a single contract without discussions. Therefore, the quoter's initial quote should contain their most favorable terms from a technical and price standpoint. However, the Government reserves the right to hold discussions or clarify aspects of the quotes if determined to be in the Government's best interest, or to make no award at all.

(b) Evaluation Factors and Relative Importance

The following factors shall be used to evaluate offers:

Factor 1: Technical Capability Factor 2: Price

Technical Capability, when evaluated, is approximately equal to price. The Government will conduct a comparative evaluation of quotes. This best value trade-off approach allows the Government to select a technically superior quote if the qualitative benefits of the training platform (such as curriculum depth or superior tracking features) justify paying a minor price premium.

Failure to address any part of the technical factor due to a lack of detailed information in the quote may be assessed as a significant weakness, a deficiency, or may render the quote unawardable.

EVALUATION FACTOR 1: .Technical Capability

The Quoter shall submit a detailed technical narrative demonstrating their ability to accomplish the deliverables as outlined in the Statement of Work (SOW). Specifically, the technical quote must demonstrate:

Curriculum Alignment: A comprehensive, commercial, self-paced curriculum addressing all required areas of instruction (AI literacy, generative AI, prompt engineering, workflow automation, and data analysis) optimized for Department of Defense (DoD) and Federal Government environments.

2.

3.

Administrative Oversight:The functionality of the administrative dashboard, including the capability for the G-6 Technical Point of Contact (TPOC) to track user progress, monitor completion rates, and receive monthly reports.

Delivery and Provisioning: A plan demonstrating the capability to electronically provision all 100 user licenses and TPOC administrative credentials within 48 hours of contract award.

The Technical Capability factor will be evaluated using the following combined technical/risk adjectival ratings:
