About this file

This Statement of Work (SOW) details the U.S. Army Corps of Engineers St. Paul District's requirements for acquiring a new or used inland river towing vessel for operations on the Upper Mississippi River. The vessel must be constructed between 2010 and present, with specifications including a length of 65-130 feet, 1,200-3,000 BHP, maximum draft of 8.5 feet, fuel capacity of 9,000-40,000 gallons, and accommodations for at least 4 crew members. Key technical requirements include ABS and U.S. Coast Guard certifications, specific navigation and communication equipment, deck machinery with 40-ton winches, main diesel propulsion, redundant generators, and comprehensive safety systems.

The solicitation (W912ES25QA035) is an unrestricted competitive procurement allowing firms of any size to submit offers. The vessel will be delivered to the USACE Mississippi River Project Office in Fountain City, WI, with a preferred delivery in Spring 2026. The government will conduct a competitive range evaluation, including on-site vessel inspections to assess mechanical condition and suitability. Offerors must provide detailed documentation including maintenance history, builder certifications, and vessel photographs. Tugboats are explicitly not acceptable, and the primary mission of the vessel will be transporting heavy barges and floating plant to worksites in the St. Paul District.
