State-issued identification that is not REAL ID compliant may not be accepted for access to Federal facilities requiring identification after this enforcement date.

Contractor personnel must present valid identification that meets Federal security requirements when entering NOAA facilities. Personnel who do not possess a REAL ID-compliant credential must provide an acceptable alternate identification document as defined by Federal security policy.

Contractor personnel may also be required to obtain a NOAA facility access badge or Personal Identity Verification (PIV) credential in accordance with Department of Commerce identity proofing procedures prior to being granted unescorted access to Federal facilities.

Failure to comply with identification and credentialing requirements may result in denial of facility access.

This project is considered low risk, and Contractor staff must be suited for public trust classification. Background investigations are required for all contractor staff proposed for this project, and must be completed prior to beginning work.

IX. Applicable Standards This section should identify any industry specific standards that need to be adhered to when fulfilling the contract requirements.

d. Section 508 Compliance Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L. 105-220 under Title IV (Rehabilitation Act Amendments of 1998), all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194. The complete text of Section 508 Standards can be accessed at http://www.access-board.gov/ or at http://www.section508.gov.

XI. Inclusion of Clause 52.217-8 (Mandatory for services, do not remove) Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant contract is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise.

XII. Required Knowledge and Experience:

•Certification: Only Siemens Level III/Senior Service technicians, factory-trained and certified, may perform service.
•Experience: The Contractor must have a minimum of 10 years verified experience maintaining laboratory HVAC control systems (negative-pressure spaces, fume hoods, etc.).

XIII. Evaluation Factors:

The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:

The evaluation factors represent a key ingredient of the plan and must complement the SOW and specifications developed for the acquisition. The evaluation factors and the SOW must clearly identify the Government's requirements and the basis the Government will use to measure how well each offeror meets these requirements. The specific number and types of factors will be tailored for each acquisition, must cover areas of performance which are important to the success of the acquisition and should be listed in order of preference. It is important that only significant factors be used. Key factors lose their importance if too many elements are included and not listed in detail.

Technical Evaluation Factors: (adjust per requirement) Factor 1--TECHNICAL APPROACH. The quotation will be evaluated on how the offeror intends to organize, staff and manage the contract and the means that will be used to accomplish the contract requirements. The degree to which the quotation demonstrates an understanding of the requirements will be evaluated, as well as the offeror's planned management of consultants and subcontractors, if applicable. As applicable, the program can request existing product or service literature from offerors of commercial products or commercial services in lieu of unique technical proposals.

Factor 2--EXPERIENCE. The offeror's background, experience, and qualifications will be assessed to determine the likelihood that that offeror can successfully perform the contract requirements and the degree of the risk of non-performance.

Factor 3--KEY PERSONNEL. The education, experience, and accomplishments of key personnel will be evaluated to determine the degree to which they possess the qualifications to perform their proposed duties under the contract.

Factor 4--PAST PERFORMANCE. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, effective management of subcontractors, cost management, level of communication between the contracting parties, proactive management and customer satisfaction.

· Offeror shall provide at least three (3) past performance references. Provide name, address, phone number, and description of the project.

If a quoter has no relevant past performance, the quoter must affirmatively state that it possesses no relevant past performance history. Offerors who fail to either provide past performance information or affirmatively state that they have none, may be considered as non-compliant to the solicitation.

Factor 5 - COST/PRICE. The proposed prices/costs will be evaluated. The cost evaluation will determine whether the proposed costs are realistic, complete, and reasonable in relation to the solicitation requirements. Proposed costs must be entirely compatible with the technical approach.
