About this file

This is a Statement of Work for cleaning and inspections of seven potable water storage tanks located across Prescott National Forest in Arizona's Southwestern Region 03. The work must be completed within a 30-day performance period following issuance of the Notice to Proceed, which is contingent on Government acceptance of required submittals within 14 days of award.

The contractor must provide all supervision, materials, equipment, vehicles, tools, labor, transportation, lodging, and miscellaneous items to perform the scope of work. Tank cleaning must comply with Arizona Department of Environmental Quality (ADEQ) and American Water Works Association (AWWA) standards, removing bio growths, sediment, sludge, and debris from all horizontal surfaces and walls. Cleaning water must meet potable water standards, and only EPA-, FDA-, and NSF-approved cleaning compounds are permitted; chlorine-based products are explicitly prohibited. The contractor must document any cracks or problems detected during cleaning via video and report findings to the Contracting Officer's Representative. Tank inspections must employ Remote Operated Vehicles (ROVs), divers, or a combination of both for interior assessment and trained personnel with fall protection for exterior inspection, documenting physical defects including leaks, cracking, corrosion, foundation issues, coating conditions, defective welds, and equipment function. All work must comply with OSHA confined space requirements and safety standards. Required submittals include qualified personnel certificates, inspection schedule, disinfection procedures, draft inspection reports (electronic only), and final inspection reports (electronic and hard copy) within specified timeframes. The seven tanks range from 5,000 to 95,000 gallons in capacity, are constructed of welded or bolted steel, and are located at Mingus Campground, Potato Patch Campground, Horsethief Basin Cabin, Groom Creek Horse Camp, Lynx Lake Recreation Area, Granite Basin, and Crown King West, with travel times from the Bradshaw Ranger District office ranging from 15 to 130 minutes.

2.2.1 Tank Cleaning

Clean tanks in accordance with Arizona Department of Environmental Quality (ADEQ) and American Water Works Association (AWWA) standards. No process or materials shall be employed in such a manner that they will introduce additional hazards into each project site.

Clean all horizontal surfaces and tank walls to remove bio growths, sediment, sludge, debris and build up each tank. Water used for high-pressure water washing shall be clean and free from oil, acid, alkali, organic matter or other deleterious material. The water shall be equal to potable water in physical and chemical characteristics.

2.2.2 Tank Inspection

Perform interior inspection work using a ROV (Remote Operated Vehicle), divers, or a combination of both. ROV equipment and divers shall be disinfected before inspection in water tank interior in accordance with AWWA standards. Perform exterior inspection by trained personnel abiding by OSHA regulations utilizing fall protection equipment.

Document any physical defects such as, but not limited to, water leaks, cracking, corrosion, foundation settlement, condition of the coating inside and outside of the tank, and defective welds or other defects that should be patched. Inspection provider is not responsible for correcting any deficiencies observed.

Review all structural, sanitary, safety, site security and interior and exterior coating conditions.

Review ladders, railings, shell, roof, vent, manways, welds, seams, foundation, anchors, safety systems, hatch, external overflow, nuts, bolts, gaskets, and all other appurtenances.

Determine if dimensions, construction, and other characteristics of the tank and appurtenances are AWWA and OSHA compliant

Check for proper function of level indicators, grounding system and cathodic protection (if applicable).

Inspect for exterior signs of wind damage or damage to the roof due to excessive snow accumulation. Note any trees in the immediate vicinity that could cause damage to the tank, either by falling branches or complete uprooting and falling on the tank or the surrounding related infrastructure.
