About this file
This file is an Amendment containing Questions, Answers and Clarifications for solicitation 127EAU26Q0046, addressing ten substantive inquiries from potential offerors regarding tank inspection and cleaning work.
The amendment clarifies key project requirements and conditions. Qualified diver certifications are required, with additional certifications acceptable to demonstrate experience and expertise. The performance period is 30 calendar days from Notice to Proceed, extendable to 60 days. Tank cleaning requires removal of bio growths, sediment, sludge, debris, and buildup from all horizontal surfaces and walls using clean, potable water. Water discharge and sediment disposal are permitted in areas immediately adjacent to tanks, including ground-applied discharge with proper de-chlorination and use of sediment bags. All sites are accessible by standard truck and trailer with no special vehicles required beyond high-clearance 4x4 trucks or SUVs. Tank access hatch sizes vary: five tanks have 26-inch openings (Crown King, Granite Basin, Horsethief Basin, Horse Camp, and Potato Patch), Lynx Lake has a 28" x 28" square opening, and Mingus Mountain has an assumed 26-inch diameter opening. All tanks are equipped with both interior and exterior ladders. The government confirmed it can extend the performance period and allow dry-tank inspections outside standard site opening periods, provided contractors maintain compliance with all inspection specifications.

Amendment 1: Questions, Answers and Clarifications for solicitation 127EAU26Q0046
Question 1) In the RFP it asks for certifications as part of the proposal. What certifications are needed just diver certifications or are you requiring NACE inspection certifications?
Answer 1) The request is for qualified diver certifications. Additional certifications can be submitted as part of technical capability, showing the offeror has the experience and expertise to inspect the requirements set forth in the statement of work.
Question 2) Where is the designated water discharge location during tank cleaning?
Answer 2) Designated water discharge to be an area in the immediate area (adjacent) to the tank. Reference 2.2.1 Tank Cleaning.
Question 3) Is it possible to extend the project completion time window?
Answer 3) If referring to the performance period of 30 calendar days from NTP, yes, we can extend the performance period to 60 days. If the question is referring to inspecting outside of the site opening periods, yes, we can but the tanks will need to be inspected with no water, and the Contractor shall take appropriate measures to ensure all inspection requirements can still be completed as specified.
Question 4) Can you please provide more information on the roads? Will accessing tanks require a higher clearance vehicle, such as an ATV?
Answer 4) The access roads do not need any more than a high clearance 4x4 truck or SUV.
The tanks are located at or near regularly travelled routes the public uses to access the recreation sites.
Question 5a) Can you confirm if all tanks are equipped with a minimum 24-inch top hatch suitable for diver entry?
Question 5b) Can we get confirmation on the size of the roof manways/access hatches.
Some of the tanks appear older, and access may be restricted. Can you confirm that all tanks have access openings of at least 28 inches in diameter or square?
Answer 5) All sizes are approximate and data obtained from previous tank inspections completed in 2021
Crown King – 26” x 26” Square
Granite Basin – 26” Diameter
Horsethief Basin – 26” Diameter
Horse Camp – 26” Diameter
Lynx Lake – 28” x 28” Square
Mingus Mountain – 26” Diameter (Assumed)
Potato Patch – 26” Diameter
Question 6) Can you confirm whether ground-applied discharge is permitted at each site, or if suitable discharge areas are available within 300 feet of each tank?
Answer 6) Designated ground-applied discharge to be an area in the immediate area (adjacent) to the tank. Reference 2.2.1 Tank Cleaning.
Question 7) Our standard scope includes removal of up to 3 inches of sediment from the tank floor. Can you confirm if this is acceptable, or if wall cleaning is required?
Answer 7) Reference 2.2.1 Tank Cleaning. “Clean all horizontal surfaces and tank walls to remove bio growths, sediment, sludge, debris and build up each tank. Water used for high-pressure water washing shall be clean and free from oil, acid, alkali, organic matter or other deleterious material. The water shall be equal to potable water in physical and chemical characteristics.”
Question 8) Can you confirm if all reservoirs are accessible by truck and trailer, or if any sites require alternate mobilization such as UTVs?
Answer 8) Yes, all areas are accessible by truck and trailer. ATVs or UTVs are not required.
The tanks are located at or near regularly travelled routes the public uses to access the recreation sites.
Question 9) The SOW states " Dispose excess water and sediment at an adjacent project area approved by the COR"
Would discharge of water to the ground be acceptable with proper de-chlorination?
Would the use of sediment bags to capture and contain solids be acceptable?
Answer 9) Yes and yes
Question 10) Do all tanks have both exterior and interior ladders? Specifically, can you confirm access conditions at Potato Patch Campground, as no exterior ladder is visible in the provided photos?
Answer 10)
Crown King – Interior & Exterior Ladders, Yes
Granite Basin – Interior & Exterior Ladders, Yes
