This is a Statement of Work for the procurement of medical sterilization equipment and related services for the Phoenix Indian Medical Center (PIMC), a facility under the Department of Health and Human Services Indian Health Service. PIMC seeks to replace aging sterilization equipment due to poor hospital steam quality and purity that has resulted in scaled chambers, stained instruments, increased repair costs, and equipment downtime. The solution involves installing Getinge Steam Sterilizers model GSS67N, which are self-generating steam sterilizers with all stainless-steel construction capable of operating on house steam as backup. The sterilizers will be supported by a new Reverse Osmosis water treatment system to meet AAMI TIR34 standards for water purity in Phoenix's hard water environment. The sterilizers are designed to sterilize wrapped and unwrapped medical items at temperatures between 250°F and 275°F.

The contract awardee shall be responsible for delivery and installation of the new sterilizers, removal of old equipment, utility line connections, custom stainless steel trim installation, staff training on operation and maintenance, and quarterly preventive maintenance plus repair services for one year following delivery. Training shall include operation of the control board and quarterly chamber cleaning procedures. Delivery and installation must be completed within 18 weeks of order receipt. The contractor must have a minimum of 10 years of experience in steam sterilizer manufacture. The contract location is Phoenix Indian Medical Center, 4212 N. 16th Street, Phoenix, Arizona 85016. INDIAN HEALTH SERVICE

PHOENIX INDIAN MEDICAL CENTER

Statement of Work

Background PIMC CSR department has been affected by aging equipment and poor hospital steam quality and purity for the sterilization process. Poor quality steam has led to scaled and stained chambers, stained wraps and instruments, increased instrument repair costs, equipment downtime and poor equipment performance. To mitigate these issues PIMC will be converting to self-generating steam sterilizers that are constructed of all stainless-steel piping and stainless-steel boiler vessel. To further mitigate downtime risks, sterilizers that can operate off the house steam as a backup have been selected. Phoenix, AZ has relatively hard water and the boiler feed water should be properly treated. The integral steam generators make-up water will be from a new Reverse Osmosis water system to meet the recommendations set forth in AAMI TIR34 Table 1.

Objective The objective of this contract is to… This will improve… The system for steam delivery should be designed, monitored, and maintained to ensure that the quality, purity, and quantity of the steam provided are appropriate for effective sterile processing. There are two common sources for steam used for sterile processing: hospital steam boiler systems and self-contained electric boilers. Both systems should include a treated water supply to remove total dissolved solids. See AAMI TIR34:2014, Water for reprocessing of medical devices.

Steam sterilizers having a chamber volume less than or equal to 2 cubic feet generate their own steam. The user should follow the sterilizer manufacturer’s written IFU regarding water purity requirements, filling, draining, and general maintenance of the system. Distilled or deionized water might be recommended to help prevent the buildup of minerals in the sterilizing system and to ensure the purity of the steam generated for sterilization.

Rationale: Steam quality, purity, and quantity can be affected by the design, use, and maintenance of the overall steam system, which includes the boilers and steam distribution lines. To maintain steam purity and minimize the presence of potential contaminants in the steam.

System Requirements The Getinge Steam Sterilizers GSS67N are automatically controlled, high performance steam sterilizers built with the latest technology and highest grade materials.. The sterilizer design includes stainless steel chamber, door, piping and components and is designed to facilitate easy cleaning and service. The sterilizer is intended to sterilize wrapped and unwrapped medical items suited for steam sterilization at a temperature between 250°F (121°C) and 275°F (135°C), such as surgical instruments, open liquids, hard goods, textiles, gowns, towel packs, containers, paper and plastic items.
