About this file

This is a Statement of Work (SOW) for a 3-day/2-night CORE Family Resiliency Event to be executed by 19th Special Forces Group (Airborne) with contractor support on September 10-13, 2026, in Utah.

The contractor must deliver comprehensive event management, educational programming, basecamp infrastructure, and event administration for 20-25 military families (70-80 total participants). The event will be conducted in an isolated, high-country outdoor setting strictly within Utah and will include evidence-based resiliency training across four pillars: Body, Mind, Spirit, and Family. Educational programming encompasses leadership instruction, spouse wellness workshops, youth Mini-Q courses, and guided reflections. All contractor personnel must possess active professional credentials: Mental Health & Counseling staff require active state licensure (LMFT, LCSW, LPC) or Ph.D. in Psychology/Kinesiology/Health Science; Outdoor Leadership staff require a Master's or Doctorate in Recreation Administration, Outdoor Leadership, Kinesiology, or related field; and Safety & Field Staff require current Wilderness First Responder or Wilderness First Aid certification with CPR/AED. The venue must include a headquarters cabin, secure family basecamp area, instructional/dining areas with tables and chairs, adequate parking, continuous access to clean potable water, and sanitary toilet facilities. The contractor shall provide all tents (2, 3, and 4-person), sleeping bags, sleeping pads, safety signage, meals (specified by day with high-protein and nutrient-dense options), 24-hour hydration stations, and high-energy snacks. Deliverables are consolidated into one CLIN event and include comprehensive planning, SOF-tailored curriculum development, risk management protocols, registration coordination, formal After-Action Report, liability insurance procurement, administrative permits, and direct coordination with 19th SFG(A) S4. Performance outcomes are expected to improve soldier readiness through enhanced emotional regulation, strengthen family stability through improved communication, and accelerate peer-to-peer community cohesion to mitigate geographic isolation among National Guard SOF families.
