CUSTOMS AND BORDER PROTECTION
OFFICE OF FIELD OPERATIONS
STATEMENT OF WORK
FOR
VIDEO TELECONFERENCE (VTC) EQUIPMENT
1.0 BACKGROUND
U.S. Customs and Border Protection (CBP), Customs Trade Partnership Against Terrorism (CTPAT) currently has six operational field offices within the United States, which all fall under CCS/OFO. CTPAT is a voluntary government-business initiative to build cooperative relationships that strengthen and improve overall international supply chain and U.S. border security, established after the tragic events of 9/11, recognized that border and economic security go together. The CTPAT program assists Customs and Border Protection (CBP) in measuring risk by identifying import transactions where the risk is low, allowing CBP to focus on high risk cargo based on the data.
With a focus on increasing productivity and cost reduction, CBP supports the implementation of video teleconferencing capabilities throughout the agency. Headquarters, all CTPAT Offices and many OFO offices currently have video teleconferencing equipment installed. The New Jersey CTPAT office would greatly benefit with the ability to continue to communicate with these sites using their current Video Teleconferencing equipment (VTC).
Upgrading and continuing to utilize the existing VTC equipment in the CTPAT conference room would reduce travel cost for C-TPAT personnel, improve and strengthen business relationships with the trade, foreign dignitaries, and host foreign government counterparts.
2.0 SCOPE OF WORK
It is the intent of the CTPAT office to install Government owned AV/VTC Equipment and to also procure and install a Brand Name or Equal Vaddio bridge add-on to this equipment. The add-on equipment will allow the VTC system to provide CTPAT employees with an essential communication tool by facilitating meetings with internal and external stakeholders, distance learning, outreach to the trade, and training, which ultimately saves the government money.
The equipment will be installed at 208 Commerce Place, 3rd Floor, Elizabeth, NJ 07201.
3.0 APPLICABLE DOCUMENTS
Commercial and Industry standards shall be followed and utilized in the manufacture/delivery of this equipment.
Contractor shall comply with all required Federal, State and Local Laws, and regulations. It is the responsibility of the contractor to be in compliance and current with all applicable laws and licensing/permit requirements.
4.0 SPECIFIC TASKS:
The contractor shall complete the following tasks as required to comply with this SOW:
4.1. Program Management
The contractor shall oversee the tasks and exercise technical direction and control of the, engineering, manufacturing, and test effort required for the purchase, installation and of the tele-conference equipment. Contractor shall provide all labor and parts to reassemble/install equipment identified in Section 5.
4.2. Testing
The contractor shall test and certify all equpiemnt prior to completion.
4.3. Installation
4.3.1 The contractor shall install: 1. Government owned video teleconference equipment (See Section 6.0 Government Furnished Equipment) and 2. Brand Name or Equal add-on equipment identified in Section 5.0.
4.3.2 The contractor shall provide all equipment, supplies, and labor necessary to integrate this system.
4.3.3 The contractor services will include:
• pre-installation project planning and preparation,
• offsite design and programming,
• offsite fabrication and logistics planning,
• delivery to government specified facility,
• onsite installation and configuring of equipment,
• testing and trouble-shooting, and
• training of system functionality to include User Manuals and Quick
Reference Guide (Section 5.2).
4.3.4 The Contractor will perform all necessary tests in accordance with applicable factory standards; Power up all equipment, connect laptop and adjust/check mic gains and audio output where applicable.
4.3.5 The Government will inspect all Deliverables the contractor provides under this SOW for final completion and approval. The contractor will demonstrate for the Government the performance of each feature and capability of the specified audiovisual facilities. Upon completion of the demonstration to Government’s satisfaction and delivery of all items, the Government will give the contractor written acceptance.
4.3.6 The contractor shall coordinate with the POC to schedule a date/time to provide the assembly. Assembly will occur during standard business operating hours.
4.3.7 Vendor will repair or replace any damage to the floors, walls, and ceiling that result from the preparation and installation of the product.
4.3.8 Vendor will remove and dispose of all packaging material and construction debris.
4.4. Documentation
The contractor shall be responsible for issuing existing documents as requested by CBP. (See section 5.2)
5.0 DELIVERABLES:
5.1. Equipment
The contractor shall provide the below listed new Brand Name or Equal equipment.

5.1.1. The Audio Visual equipment must be Cisco WebEx, Adobe Connect, Skype for Business, VTC, and Microsoft Teams compatible and will be used for local presentations and VTC for collaboration.
5.2. Data
As referenced in Section 4.5 above the contractor shall provide copies of the documents listed below. One copy of the data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in MS Word format or Adobe Acrobat.
The documents are deliverables under the contract and shall be delivered to the COR no later than thirty days after contract award:
a. Operations Manual
b. Equipment Specification
5.3. Warranty
One year warranty on all equipment and work.
5.4. Touch Panel Source Code
Contractor will provide CBP with all access codes to operate equipment, as applicable.
To include the touch panel control code for the government owned AMX panel upon completion of installation.

7.0 PERIOD OF PERFORMANCE:
Installation and asssembly shall occur within 30 days after receipt of order (ARO).
8.0 PLACE OF PERFORMANCE:

9.0 SECURITY:
There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.
10.0 SPECIAL CONSIDERATIONS:
10.1. Changes to the SOW
No changes to this SOW or cost increases shall be incurred without written prior approval of the Contracting Officer. Any changes or cost increases will not take effect until the Contracting Officer executes a written modification.
10.2. Environmental Management
In order to comply with federally mandated environmental preference programs and Department of Homeland Security (DHS) "Green Procurement Program" (GPP) policy, US Customs and Border Protection requires the use of environmentally preferable products and services.
These program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).
