About this file

This is a Statement of Work (SOW) issued by the U.S. Department of Justice Federal Bureau of Prisons Management and Specialty Training Center (MSTC) for the procurement of an Immersive Virtual Reality Training System, dated August 24, 2026. The vendor shall deliver a fully integrated, 300-degree, 5-screen law enforcement-based VR training simulator without the need for wearable headsets. The system must include installation and onsite configuration, a catalog of pre-built Correctional Law Enforcement scenarios emphasizing de-escalation to use of force, customizable scenario software for local development, instructor-controlled operations, student reporting and analysis capabilities, and options for Less Than Lethal simulations including OC Spray and bean bag shotguns. The system must operate without internet access, with all data stored in the U.S. only, and must be provided by a U.S.-based vendor. The vendor shall conduct onsite instructor training within 10 business days of installation and provide technical documentation, maintenance manuals, and warranty/support plans.

The delivery and installation period is 30–60 days after contract award, with the place of performance at MSTC in Aurora, Colorado. The government will provide facility access, electrical and network resources, and personnel for training participation. The system must meet MSTC acceptance testing for functionality, calibration, safety, and performance, while meeting industry standards for law enforcement VR training systems. Security requirements mandate compliance with facility access procedures, BOP IT security coordination for any external connectivity or software updates, and prohibition of sensitive BOP data or personally identifiable information storage on the system. The Government POC is Crystal Burns, Procurement & Property Specialist. Acceptance occurs upon completion of delivery, full installation, successful operational demonstration, instructor training completion, and receipt of all required documentation.
