This Statement of Work establishes requirements for a Blanket Purchase Agreement (BPA) with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) for the production and supply of retirement awards, plaques, portfolios, and accessories. The BPA will operate on an "as needed" basis with individual delivery orders placed monthly or at any time, with a maximum delivery timeframe of three weeks from order receipt. The period of performance runs from March 6, 2026, through March 5, 2031 (five years). All items will be produced at the contractor's facility and shipped to ATF headquarters at 99 New York Avenue, NE, Room 2.S-125, Washington, DC 20226, or to alternate locations specified in individual orders.
The specific products required include four types of items: (1) ATF Retirement Awards—3½-inch round clear crystal glass paperweights with internal etching of ATF Special Agent Badge, ATF Explosive Enforcement Officer Badge, and ATF Seal, housed in a 6x6 walnut display box with mahogany finish containing a 1½-inch ATF Seal medallion and inscribed silver plate; (2) Custom Leather Presentation Portfolios for the Director's Congratulatory Letter—11x9 navy blue leather portfolios with ATF Seal imprint, holding a congratulatory letter and a 3-inch two-sided medallion featuring the ATF Seal and Department of Justice Seal; (3) Director's Executive Retirement Awards—cherry-finished plaques with blue and silver Florentine borders, 1½-inch medallions of the Department of Justice and ATF Seals, and gold plate with Alexander Hamilton quote and appreciation inscription; and (4) Length of Service Plaques—8x11¼-inch solid wood plaques with 4½-inch antique gold ATF Seal, removable number insert, removable nameplate, and "In Recognition of Loyal and Devoted Service" inscription. The SOW authorizes vendors to obtain a temporary, one-time license to reproduce the ATF seal or badge for sample creation during the evaluation process only; this license expires upon contractor selection, with a separate license granted to the selected vendor for contract performance. Unauthorized reproduction of the ATF seal or badge violates 18 U.S.C. § 701 and 28 CFR § 0.146 and may result in criminal and civil liability.
