STATEMENT OF WORK (SOW)

CONTRACTOR: VENDOR

IN SUPPORT OF THE UNITED STATES COAST GUARD

OSRO TIER III VALIDATION PROGRAM PLANNING

1.0 GENERAL.

1.1 SCOPE. The United States Coast Guard (USCG) seeks to obtain the services from vendor that will review program overview, to include travel to Nome, Alaska, deployment of boom and skimmer equipment for Tier III Geographic Response Strategy (GRS) Validation, use of a drone to provide real time imagery to an incident command post, personnel training, and mission planning in support of GRS/PREP program.

1.2 BACKGROUND. There is a current GRS procedure; however, Western Alaska and the U.S. Arctic are so vast, alternate planning is required to complete validations.

1.2.1 ROLES AND RESPONSIBILITIES. Vendor agrees to provide in-person sensing expertise to support boom deployment, movement of personnel on the water, drone display and real time imagery and additional training session during Seminar and exercise execution. The expertise will incorporate training requirements, mission planning, deployment of personnel and assets. In addition to the main instructions there will be a series of goals which cover the following areas:

•Oil spill response and exercises use
•GRS validation with water side asset
•Drone display with imagery relayed to an Incident Command Post (ICP)
•Training during Seminar session to public
•Integration into ICP positions as applicable to the scenario

1.3. CONTRACTOR.

1.3.1 PERSONNEL SELECTION. The Contractor shall provide qualified personnel to perform all requirements specified in this SOW. This includes consulting with required stakeholders to ensure the process incorporates a diverse array of perspectives. These stakeholders will be from members of the Arctic and Western Alaska Area Committee and the Alaska Regional Response Team and will be made up of U.S. Coast Guard (USCG), State of Alaska, the Environmental Protection Agency (EPA), National Oceanic and Atmospheric Administration (NOAA), U.S. Fish and Wildlife Service, Arctic Domain Awareness Center, and other Area Committee members as appropriate.

1.3.2 EMPLOYEE CONDUCT. Contractor employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security). The Contractor shall ensure contractor employees always present a professional appearance and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security or the U.S. Coast Guard.

1.3.3 CONFLICT OF INTEREST. The Contractor shall not employ any person who is an employee of the United States Government if that employment would cause or appear to cause a conflict of interest.

1.4 SECURITY. Contractor access to classified information is not currently required under this task order.

1.5 PERIOD OF PERFORMANCE. The period of performance for this Contract shall begin within fourteen (14) days of the contract effective date. The exercise will occur beginning June 2025. All completed reports must be submitted on or before 31 Jul 2025.

1.6 PLACE OF PERFORMANCE. The location is dependent on weather but planned to be in person in Nome, AK beginning June 2025.

1.7 HOURS OF OPERATION. Normal working hours are eight hours daily Monday through Friday (except Federal holidays). Depending on ongoing and anticipated operations the Government retains the right to shift this workday to meet student training needs and emerging priorities. The Contractor shall work with the USCG Area Committee Secretary to identify presentation dates for the completed project and shall have those dates finalized no later than thirty (30) days prior to the exercise scheduled dates.

1.8 TRAVEL. Travel is authorized for this contract.

1.9 GENERAL REPORT REQUIREMENTS. The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Coast Guard Standard Workstation III (Microsoft Edge and Office Applications and Adobe Portable Document Format PDF).

1.10 PROTECTION OF INFORMATION. The nature of this work is unclassified and does not require a security clearance. However, when in performance of this contract requires that contractor personnel have access to Privacy Information, the contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with DHS MD 11042.1, Safeguarding Sensitive but Unclassified (SBU) Information. The Contractor shall ensure that all Contractor personnel having access to business or procurement sensitive information sign a non-disclosure agreement (DHS Form 11000-6). The release of any information by any Contractor personnel may result in personal and contractual consequences.

2.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of task orders awarded under this Contract.

3.0 STATUS MEETINGS. Contractor personnel shall be available to meet with the Contracting Officer and the Representative for Captain of the Port Western Alaska upon request to present deliverables, discuss status, exchange information, and resolve emergent technical problems, and all other issues. These meetings can take place at the Government's facility, through telephone conferencing, or web-based conferencing. These meetings shall also include other key stakeholders from within the Area Committee.

· The contracted OSRO will meet the planning team for the exercise drill planning purposes through a series of meetings scheduled through an initial (January), mid period (March) and final planning meeting (May).

· Additionally, the OSRO will meet the lead controller to conduct master event scenario updates for the exercise.

3.1 SCHEDULE OF EVENTS.

· Day 1- Seminar- Vender will provide training team/member to provide presenter overview of protocols, asset allocation, response measures and waste management plan.

· Day 2- Exercise- Vender will provide OSRO support in ICP as tech experts/Operations Section Chief (OSC), as well as team to deploy GRS response to spill location.

· Day 3- Exercise day 2- Vender will provide tech expertise/ OSC support to ICP staff.
