Request clarification regarding the requirement to submit a vessel or facility response plan with our proposal. As a Coast Guard-classified Oil Spill Removal Organization (OSRO), we are not a facility or vessel response planholder. However, we are the supporting OSRO for most of the facility and vessel planholders in the Western Alaska and Prince William Sound COTP zones. Would submitting a list of the facility and vessel planholders we support—who rely on us to respond to oil spills in accordance with their Coast Guard-approved plans—satisfy this requirement, given that the Statement of Work (SOW) primarily involves OSRO-related activities?

The government wants to see an example of a facility or vessel plan where the vendor is listed in as the primary OSRO support for an emergency response. A list of facility and vessel planholders supported would also be beneficial.

Which GRSs are being exercised, Snake River GRS? Knowing which GRSs are being exercised will impact which resources we include in our quote.

Snake River GRS is the scheduled plan for the FSE and field deployment.

What training is the contractor to provide at the public seminar? Is it general training on basic oil spill response tactics and awareness on what is required during an oil spill?

Waste management training and a general 101 view of OSRO support for the tribal communities in attendance.

Who is the POC at Sector Western Alaska & U.S. Arctic we can ask technical questions regarding the SOW – LT Josh Gross?

Any questions regarding technical requirements should be submitted through the Contracting Officer to ensure all vendors are notified of the responses.
