STATEMENT OF WORK
STATEMENT OF WORK (SOW)
FOR
United States Coast Guard Forces Micronesia/Sector Guam Procurement/Install of one (01) Scaffold Dock
1.0 GENERAL
1.1 BACKGROUND
Forces Micronesia/Sector Guam (FMSG) requires the procurement and installation of one (01) scaffold dock to support Fast Response Cutter (FRC) maintenance operations pier-side within Apra Harbor. Sector personnel routinely conduct operational maintenance on FRC hulls, anchors, and underwater fittings in conditions that require elevation over water and stable platforms. Sector has no other functional float available that meets both the stability and elevation requirements for pier-side FRC maintenance. In order to safely and effectively conduct recurring maintenance evolutions on FRCs — including anchor inspections, hull cleaning, painting, and repairs — a right-sized, stable floating scaffold system is required. This platform must accommodate personnel, tools, and materials while ensuring compliance with Coast Guard safety requirements for working over water.
1.2 SCOPE
This Statement of Work (SOW) establishes the requirement to procure, deliver, and install one (1) professionally manufactured and assembled scaffold dock for daily use by USCG Sector Guam. The system shall be designed to meet stability, size, elevation, and weight capacity requirements consistent with FRC maintenance in harbor conditions. It shall feature a working deck measuring approximately 12 feet in length by 6 feet in width, designed to maintain stability under load and to accommodate at least four (4) maintenance personnel, along with tools and mission-essential equipment. The structure must provide a minimum working height of four (4) feet above the waterline to allow safe and efficient access to cutter anchors and hull features during inspection, repair, and preservation tasks. The unit must be constructed in such a way that it can be deployed or retrieved with minimal manpower and remain stable while moored or under light movement in the harbor. The platform must have at least 4 anchor points that can be utilized with straps/chains to lower/remove float from the water. The system must be designed for longevity using durable, marine-grade materials capable of withstanding long-term exposure to saltwater, UV radiation, and heavy operational use. Safety features must be integrated into the design and include handrails or fall protection interfaces, anti-slip deck surfaces, and secure boarding points. The float system shall serve as a critical support structure for cutter readiness, reducing reliance on makeshift or unsafe methods of waterborne access and improving safety for USCG personnel. The contractor shall be responsible for the fabrication (including custom sizing if required), shipment, and complete installation of the floating platform at Sector Guam’s designated pier within Apra Harbor. The finished system must be ready for immediate use and capable of withstanding routine movement, exposure, and maintenance conditions in accordance with Coast Guard operational standards.
1.3 OBJECTIVE
The objective of this SOW is to procure one (01) scaffold dock that meets the the specified requirements for operational use by Sector and the USCG as outlined in 1.2 Scope for the SOW. The scaffold dock shall be reliable, safe for use by Sector personnel, and able to conduct all missions as outlined above..
