About this file

This is a Statement of Work (SOW) for federal contract W911RX-26-Q-A032 covering procurement, hauling, and delivery of aggregate stone materials to multiple Directorate of Public Works sites at a military installation. The primary objective is to maintain tactical trails, base road infrastructure, and erosion control measures for sustained mission readiness.

Four aggregate material types are specified: AB-3 (Aggregate Base Type 3) per KDOT Section 1104/MoDOT Type 5 for heavy-duty tactical vehicle lanes; SA-1 (Select/Stabilized Aggregate Grade 1) for subgrade stabilization and shoulder reinforcement; SS-5 (Screened/Special Sand Fine) for pipe bedding and utility trench backfill; and FA-3 (Fill Sand, Unclassified Structural Fill) for general trench backfill, leveling, sandbag filling, and winter traction applications. All materials require laboratory certification to AASHTO or ASTM standards prior to initial delivery. Technical requirements include specific gradation standards (sieve analysis), plasticity index limits, moisture content ranges, and maximum deleterious substance thresholds. Deliveries must be made within five business days of task order issuance to four designated sites (Tank Gunnery Range South, Tank Gunnery Range North, Main Post Public Works Yard, and Main Post Salt Barn) using tight-bed semi-trailer or dump trucks between 0800-1530 hours with 24-hour advance notice. Every load requires a certified weight ticket from a state-certified public weigher and proof of delivery signed by the Site Manager. Materials may be rejected if they contain excessive fines, clay, or organic debris, with replacement at contractor expense. Invoices must be submitted electronically with contract/task order number, material description, unit pricing per ton, consolidated net weight, and signed proof of delivery. Vehicle requirements specify that all loads of sand must be tarped, truck beds must be clean, and vehicles must have secure tailgates; contractors are responsible for verifying bridge and culvert load capacities, and any damage from weight limit violations shall be repaired at contractor expense.

Material Code

Specification Reference

Primary Mission Application

Fill Sand

(FA-3)

Unclassified Structural Fill

Utility & Protection: General-purpose sand used for trench backfill, leveling under slabs, and filling sandbags for force protection/fortification. Applied to runways, helipads, and tactical roads during winter operations to increase traction for aircraft and heavy equipment.

3. Gradation & Quality Control

3.1 The contractor is responsible for ensuring the following technical parameters are maintained throughout the delivery cycle:

Property Requirement for AB-3 / SA-1 Requirement for SS-5

Plasticity Index

(PI)

Typically, 2 to 8 (Non-Plastic for SA-1) Non-Plastic (NP)

Sieve Analysis Must meet 1.5" to #200 sieve gradation.

100% passing #4 sieve; restricted fines.

Moisture Content Maintained within ±2% of optimum. Free draining; max 5% moisture by weight.

Deleterious Sub. Max 5% (Shale, Coal, or Soft Rock). Clean; free of organic matter or clay balls.

Fill

Sand

(FA-3)

Unclassified

Structural Fill

Utility & Protection: General-purpose sand used for trench backfill, leveling under slabs, and filling sandbags for force protection/fortification. Safety Operations: Mixed with Road Salt during winter operations to increase traction.

3.2 Technical Requirements for Sand

• Purity: All sand codes (FA-1 through FA-4) must be free of organic matter, roots, sod, or clay balls that could compromise structural integrity or drainage.

• Moisture Management: For Fill Sand intended for immediate sandbagging or structural compaction, moisture content should be maintained between 3% and

7% to ensure maximum density and "stackability."

• Gradation Verification: The contractor must provide a Sieve Analysis for each code. For example, FA-1 (Concrete Sand) must have a specific distribution of grain sizes to fill voids between larger aggregates in a concrete mix.

3.3 Gradation Requirements (Sieve Analysis)

The following table outlines the allowable percentage of material passing through standard sieve sizes for Concrete Sand (FA-1) and Masonry Sand (FA-2), based on ASTM

C33 and ASTM C144 standards.

Note: General Fill/Bedding Sand (FA-3/FA-4) generally follows the FA-1 curve but allows for higher tolerances on the No. 100 and No. 200 sieves.

Sieve Size FA-1 (Concrete Sand) % Passing

3/8 Inch (9.5 mm) 100%

No. 4 (4.75 mm) 95% – 100%

No. 8 (2.36 mm) 80% – 100%

No. 16 (1.18 mm) 50% – 85%

No. 50 (300 µm) 5% – 30%

No. 100 (150 µm) 0% – 10%

No. 200 (75 µm) 0% – 3.0%

4. Logistics and Delivery Requirements

4.1 The contractor shall coordinate deliveries to the following designated locations. All deliveries must be completed using "tight-bed" semi-trailer trucks or dump trucks to prevent material loss during transit.

6. Delivery Vehicle Requirements: Aggregate & Sand

6.1 Vehicle Selection (BLUF)

The contractor is responsible for selecting and deploying vehicles that are compatible with both the material type (to prevent segregation/loss) and the specific delivery site terrain (e.g., paved depot vs. off-road tactical range). All vehicles must be "tight bed" to prevent material leakage during transit on public and military roadways.

6.2 Vehicle Type Matrix

Vehicle Type Capacity (Approx.)

Best Mission Application

Standard Dump Truck (Tri-Axle)

15 – 18 Tons Versatile: Best for tight delivery zones, motor pools, and small-scale utility repairs. Allows for "tailgate spreading."

End Dump Semi- Trailer

22 – 26 Tons Bulk Delivery: Best for high-volume stockpiling at Main Supply Depots. Requires high overhead clearance (25-30 ft) for tipping.

6.3 Operational Constraints & Requirements

1. Load Integrity (Tarping): All loads of Sand and SS-5 must be securely tarped from the point of origin to the delivery site to prevent wind-blown dust and moisture changes.

2. Bed Cleanliness: To maintain the Quality Control of "Washed Sand" or specialized SS-5, beds must be thoroughly cleaned of any previous debris, mud, or larger aggregates (like Rip-Rap) before loading.

3. Leakage Prevention: Vehicles must have secure, well-sealing tailgates. Any vehicle found leaking "fines" or sand onto public or installation roads will be turned away and may lead to a safety violation.

7. Site Access Safety

• Overhead Hazards: End dumps are strictly prohibited from tipping near low-hanging power lines, communication cables, or inside maintenance bays.

• Off-Road Capability: For deliveries to Tank Gunnery Range South (Range 18) and Tank Gunnery Range North (MPRC), vehicles must be equipped with high-clearance axles. The Government is not responsible for towing contractor vehicles that become stuck due to improper equipment selection.

• Weight Limits: The contractor must ensure the vehicle's "Gross Vehicle Weight" (GVW) does not exceed the load ratings for bridges or culverts leading to the delivery point.

8. Bridge and Culvert Weight Limit Protocols

8.1. Standard Federal/State Bridge Formulas

Unless otherwise posted, vehicles must typically comply with the Federal Bridge Gross Weight Formula, which limits the weight-to-length ratio of a vehicle to prevent bridge stress.

• Typical Maximum Gross Vehicle Weight (GVW): 80,000 lbs (40 Tons) for standard 5-axle tractor-trailers.

• Axle Limits: Generally, 20,000 lbs for a single axle and 34,000 lbs for a tandem axle.

8.2. Installation-Specific Load Ratings

Military installations often have "Classified" or "Restricted" load ratings for tactical trails and aging infrastructure.

• Military Load Classification (MLC): Some bridges may be marked with MLC circles (e.g., "MLC 40" or "MLC 70"). The contractor must ensure their vehicle's equivalent MLC does not exceed the posted limit.

• Posted Limits: The contractor is strictly prohibited from crossing any bridge or culvert with a posted weight limit lower than the vehicle's current GVW.

8.3 Weight Compliance

Structural Load Limits

• "The Contractor shall be responsible for verifying the load capacity of all bridges, culverts, and improved/unimproved surfaces along the delivery route."

• "Prior to commencement of work, the Contractor may request a 'Haul Route Approval' from the Contracting Officer's Representative (COR) or Installation DPW."

• "Damage to any bridge, culvert, or roadway resulting from the Contractor's failure to adhere to posted weight limits or engineering load ratings shall be repaired at the Contractor's sole expense."
